Description
This sole source award was made based on the below approved justification IAW FAR 6.303-1 and is provided for public review in accordance with FAR 6.305. Justification for Other than Full and Open Competition Bureau of Land Management FAR 13.106-1(b)(1) Simplified Acquisitions 1. Identification of the agency and the contracting office. (Requestor) Bureau of Land Management, Apple Valley Fire Center, 18809 Central Road, Apple Valley, CA 92307. 2. Description of supply or service required to meet the agency�s needs. (Requestor) Diagnose Check Engine Light, Black Smoke coming from Exhaust Pipe, and lost of power. Address troubleshoot code 102/18. Remove and replace high pressure turbocharger. Remove DPF (Diesel Particulate Filter) to test flow and clean. Remove and replace cracked DPF Filter. Remove and replace DPF gaskets. Recycle DPF Core. 3. The rationale or circumstances for limiting competition. (Requestor and Procurement) Loyal Brothers Truck Repair Inc., 12231 Hibiscus Road, Adelanto, CA 9230, 909-782-8798, loyalbros@outlook.com. The engine was taken to Loyal Brothers Last September 9, 2022 for diagnostic of check engine light. Loyal Brothers has previously performed maintenance on this engine and is a trusted and reliable source. Upon initial diagnostics, the repairs consisted of removing and replacing the high-pressure turbo charger and flow testing and cleaning the DPF. The work was approved on February 7, 2023. As the repair was in progress, it was discovered the DPF filter was cracked and required replacement. Work was halted at that time to pursue approval. The engine remains at the Loyal Brothers shop torn down awaiting approval for work to continue. 4. A description of the Market Research (MR) conducted and the results or a statement of the reason MR was not conducted. (Requestor and Procurement) The Engine Captain researched the local area for the repairs, but many of the contacted shop did not have the capability to repair fire apparatus. The mechanic shops that did responded with an estimate had limited technicians and long waiting periods. 5. Price estimate, including all options, if applicable. (Requestor) Total estimate for parts and labor as of February 8, 2023, was $REDACTED 6. Recommended source. (Requestor) No source has expressed in writing an interest
