Page 2 of 2 The Department of Veterans Network Contracting Office 10, located at 3140 Governor s Place Blvd., Suite 210, Kettering, OH 45409 intends to enter into a sole source purchase order agreement with a Serviced Disabled Veteran Owned Small Business (SDVOSB), Alliant Healthcare Products, 2140 Oak Industrial Drive NE Grand Rapid, MI 49505 under the authority of FAR 13.106-1(b), order contains brand name specifications. It is the Government s belief that the proposed candidate is the exclusive distributor for the Urinary Tract Endoscopes. The associated North America Classification Systems (NAICS) Code is 339113 and the Business Size Standard is 800 employees. This notice of intent is not a request for competitive proposals or quotes. No solicitation documents are available and telephone requests will not be accepted. Interested parties may give written notice to john.tschirhart@va.gov by 11:00pm local time on August 25, 2023. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to meet the subject requirement. This information shall be provided at no cost or obligation to the Government. Responses will be considered by the Government; however, a determination by the Government not to compete the proposed acquisition based upon responses of this notice is solely within the discretion of the Government. Responses received from responsible sources by 11:00pm local time on August 25, 2023, will be considered by the Government. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements. DEPARTMENT OF VETERANS AFFAIRS Justification for Single Source Awards IAW FAR 13.106-1 For Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K) Acquisition Plan Action ID: 36C250-23-AP-4671 Contracting Activity: Department of Veterans Affairs, Network/Program Contracting Office 10, located at 3140 Governors Place Blvd, Suite 210, Kettering, Ohio 45409, in support of VISN 10, VA Health Care System at: Dayton VA Medical Center 4100 West Third Street Dayton, Ohio 45428 2237# 552-23-3-121-0229 Brief Description of Supplies/ Services required and the intended use/Estimated Amount: The GI Lab requires flexible scopes in order to maintain standards of care, improve patient safety, and increase diagnostic capability. Flexible scopes usually do not require general anesthetic and are more comfortable for the patient. The estimated value of the proposed action is $203,404.82. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: Alliant Healthcare is the exclusive authorized Service-Disabled Veteran Owned Small Business reseller for endoscopic and surgical products for Olympus America. Alliant Healthcare is authorized to purchase products from Olympus and to resell them to the federal government on an Open Market basis or, where applicable, through the Alliant Healthcare FSS, DAPA, or ECAT contracts. The Olympus GI scopes represent an upgrade in GI scope technology, allowing GI and operating room to have greater flexibility and diagnostic capability while exposing the patient to less discomfort and less procedural risk. The GI Lab is familiar with these products, as they have historically employed the rigid variety for their GI scope procedures. Description of market research conducted and results or statement why it was not conducted: VetCert was queried for SDVOSB/VOSB concerns with 597 SDVOSB/VOSB result using NAICS code 339112, additionally, Alliant Healthcare is the exclusive authorized Service-Disabled Veteran Owned Small Business reseller for endoscopic and surgical products for Olympus America and best positioned to provide the total of both the installation services and hardware / equipment needed to continue patient care. Recommend a sole source to Alliant Healthcare IAW FAR 13.106-1(b). Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b).
