- Description
- UTILITY PROGRAM TECHNICAL SUPPORT: The contractor shall provide specialized Utility Program technical support to US Army Installation Management Command (IMCOM) G-4 Public Works Energy Division; work to be performed at the HQ IMCOM at Joint Base San Antonio (JBSA), IMCOM installations in CONUS, and at OCONUS locations as required. Effort includes Utilities Program management support services for Government Owned (GO) systems in the Utilities Privatization (UP) portfolio. Contractor shall perform Post-Award Contract Management support to include UP contracts administered by Defense Logistics Agency-Energy (DLA-Energy), Mission Installation Contracting Command (MICC), and Army Contracting Command (ACC). Effort will consist of a 12-month Base performance period, and a 12-month Option performance period. Effort includes evaluation of GO utility systems for input to the Army utility maintenance and management systems; to include the Installation Status Report � Infrastructure (ISR-I) and ISR � Mission Capability (ISR-MC), and the Utilities Sustainment Management System (SMS) under development. Support services include performing on-site Technical Assistance Visits (TAV) of UP utility systems as required to validate the Monthly System Performance Reports (MSPRs), and the verify system condition reports submitted by UP System Owners. Program Management support shall also include TAVs to conduct review and analysis of 5/10 Year Capital Investment Plans, maintenance management reports, and resiliency progress reports for GO systems. All work performed shall reflect thorough, professional, detailed knowledge of utility industry standards, alternative financing mechanisms (AFMs) laws and regulations, and UP policy and guidance, including but not limited to Congressional guidance and amendments of 10 U.S. Code (USC) 2688, 10 USC 2922a, 10 USC 2813, the National Defense Authorization Act (NDAA), Office of the Secretary of Defense (OSD) guidance, and applicable Army policies. Support will be provided under direction of the IMCOM G-4 Energy Division Chief within the Public Works Directorate. The Contractor shall also work closely with other staff and offices supporting the Army Utilities Program, the UP-Working Group, and the OSD UP Working Group Team. A member of the Energy Division of the US Army Engineering and Support Center, Huntsville (CEHNC) will act as the COR on this contract. The Contractor will provide support with Subject Matter Experts (SME) assigned on-site at JBSA (1 FTE) and off site (1 FTE), with significant knowledge of the utility management, Army utility management SME supporting other CONUS and OCONUS locations. Work will require a government issued computer and network access which will be provided by IMCOM. The computer will remain accountable to IMCOM but will be sub-hand receipted to the contractor for the performance of this contract via IMCOM�s hand receipt method. Use of the computer and network access will only be allowed for the performance of this contract and the computer will not be removed from the Government�s facility where it is located and utilized by the Contractor, unless otherwise provided for in this contract or approved by the Contracting Officer. Program management function includes associated support for program execution, such as meetings, teleconferences, support for or presentation of briefings, and tracking of milestones needed for timely program execution.
