- PLEASE READ THIS ENTIRE NOTICE CAREFULLY AS IT CONSTITUES THE ONLY NOTICE THAT WILL BE ISSUED. This combined synopsis solicitation will be posted for less than fifteen (15) days in accordance with FAR 5.203(a)(2). Request for Quotation (RFQ) number is N66604-23-Q-0577. This is being solicited as a sole source requirement to Systems Planning and Analysis Inc. under North American Industry Classification System (NAICS) Code for this acquisition is 513210 � Software Publishers. The Small Business Size Standard is $41.5 million. The Product Service Code is Support- Professional: Engineering/Technical. This is being solicited on a sole source basis to Systems Planning and Analysis Inc. NUWC and NAWC require a mission-level modeling capability in order to assess the performance of undersea warfare capabilities at a holistic level across domains and phases of naval warfare. Naval Simulation System (NSS) was developed as a Government Off-the-Shelf (GOTS) product (as part of a past Small Business Innovation Research contract) and later acquired by SPA from the original developer and owns the proprietary rights. SPA has confirmed there are no authorized resellers of NSS software support. Moving to another mission-level modeling software or developing a new one have been evaluated but deemed too costly both in terms of time and money. This is not a request for competitive quotes. Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) intends to purchase on a Firm Fixed Price basis, Naval Simulation System (NSS) software support in accordance with the attached SOW, DD254 and CDRLs. The Contract Line Item Number (CLIN) structure is identified below: CLIN 0001 3-day onsite technical support visit to NUWC Newport CLIN 0002 50 hours of phone/email technical support with NUWC Newport CLIN 0003 3-day onsite technical support visit to NAWC AD CLIN 0004 50 hours of phone/email technical support with NAWC AD CLIN 0005 NSS Feature Development: Submarine check-in/check-out CLIN 0006 NSS Feature Development: Target generation CLIN 0007 Generate new feature guides CLIN 0008 Generate ASW User�s Guide Delivery is F.O.B Destination POP is date of award � 1 year ADC Places of Performance are: contractor�s facility, NUWCDIVNPT and NWAC AD Notes: 1. Offeror should indicate whether they accept credit card payment and if so if there is an associated fee. If there is a fee, payment will be made by Wide Area Workflow (WAWF). 2. This requirement contains documents that are Distribution D. Distribution is authorized to the DOD and US DOD contractors with a valid Joint Certification Program (JCP) certification. Only offerors with an active registration in JCP will be provided access to the drawings.
