- This is a Notice of Proposed Contract Action under the FAR Part 12 Acquisition of Commercial Items and FAR Part 13 Simplified Acquisition Procedures.� This notice is for information only; a solicitation will not be issued. THIS IS NOT A REQUEST FOR QUOTATION. No contract will be awarded on the basis of offers received in response to this notice. The associated North American Industry Classification System (NAICS) code is 334220 with a small business size standard of 1,250 employees. AFRL requires satellite modems with the follow specifications: The requirement, Quantity 2, consists of: Part Number SLM5650B Satellite IP Modem Base Unit Standard CEFD Front Panel Ruggedized (0C to 50C) 100-240 VAC Primary Input Power Illuminated AC Power Switch TRANSEC Module (AES-256) 64 kbps � 155 Mbps Data Rate Range BPSK/QPSK/OQPS and 8PSK/8QAM/16QAM Modulation Type TPC and LDPC Standard and 4-Port GigE (Network Processor Module) 155 Mbps RX Data Rate SLM5650B Extended Software Bridged Point to Multipoint OpenAMIP Enabled Version 1.12B supported (non-secure protocol) Standard Acquisition Range +/- 30KHz SLM5650B Accessories Standard � (USA) AC Power Cord Rear Mount Bracket 2 year Hardware Warranty The Government intends to negotiate a sole source contract with Comtech Satellite Network Technologies, Inc., 305 North 54th Street Chandler, AZ 85226 The Government has determined that no other source has commercial offerings that can provide the long-haul, high-speed network connectivity between an AN/TRC-213(V)4 Interface Unit (IU) and an AN/TRC-214(V)2 Radio Unit (RU) portions of an existing remote Radio Secure Voice System (RRSVS) Modification system.� It is required that AFRL obtain the exact same make and model SATCOM modem which is being used for field testing the RRSVS Mod.� AFRL/RIT has hardware (Secure Radio Gateway: SRG) and software (Rome Touch-radio Control System: RTCS) in the IU and RU's which connect over that Satellite IP long-haul connection.� It is necessary for AFRL/RIT to have the exact same modems as is being used for the RRSVS Mod field testing If these satellite modems are not procured AFRL/RIT will not be able to conduct engineering tests of the Secure Radio Gateway and Rome Touch-radio Control System performance in the same environment, in order to find and fix problems before the RRSVS Mod is fielded. This is a notice of proposed contract action and not a request for competitive proposals; however, all responsible sources may submit a capability statement or proposal, which shall be considered by the agency. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements. Responses received will be evaluated; however a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. The Government anticipates an award date on or before 30 September 2023. A Sole Source Justification will be attached to the subsequent Notice of Award in accordance with applicable regulation. Notice to Offeror(s)/Suppliers(s):� Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an Offeror for any costs.
