AMENDMENT TO ADD A MANDATORY SITE VISIT FOR ALL VENDORS ON MONDAY, AUGUST 21, 2023 AT 10 am EST AT Southeast Fisheries Science Center, 75 Virginia Beach Drive, Miami FL 33149. ON-SITE COR/POC WILL BE WILLIAM MARTINEZ. Full Service Maintenance and Inspection of the Fire Alarm, Fire Suppression & Life Safety��� (I) � � This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice and in accordance with the simplified acquisition procedures authorized in FAR Part 13. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. (II) � � This solicitation is issued as a request for quotation (RFQ).� Submit written quotes on RFQ Number FD23-418. (III) � � The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2023-04. (IV) � � This solicitation is being issued as a total Small Business Set-Aside.� The associated NAICS code is 561621.� The small business size standard is 25 Million.�� (V) � � This combined solicitation/synopsis is for purchase of the following commercial item(s)/services: CLIN 0001� BASE YEAR: ANNUAL SERVICE AGREEMENT/LIFE SAFETY SERVICE AGREEMENT� PER THE ATTACHED STATEMENT OF WORK.� �Period of Performance:� 09/01/2023� to� 08/30/2024� CLIN 1001 OPTION PERIOD 1 - ANNUAL SERVICE AGREEMENT/ LIFE SAFETY SERVICE AGREEMENT� PER THE ORIGINAL STATEMENT OF WORK. ��Period of Performance:� 09/01/2024� to� 08/30/2025� CLIN 2001 OPTION PERIOD 2 - ANNUAL SERVICE AGREEMENT/ LIFE SAFETY SERVICE AGREEMENT PER THE ORIGINAL STATEMENT OF WORK.�� �Period of Performance:� 09/01/2025� to� 08/30/2026� CLIN 3001 OPTION PERIOD 3 - ANNUAL SERVICE AGREEMENT/ LIFE SAFETY SERVICE AGREEMENT PER THE ORIGINAL STATEMENT OF WORK.���� Period of Performance:� 09/01/2026� to� 08/30/2027� 4001 OPTION PERIOD 4 - ANNUAL SERVICE AGREEMENT/ LIFE SAFETY SERVICE AGREEMENT� � Period of Performance:� 09/01/2027� to� 08/30/202� Services, non-personal, to provide all labor, equipment and materials (unless otherwise provided herein) necessary for services at the Southeast Fisheries Science Center� in Key Biscayne, FL,� in accordance with the Statement of Work for the period of 12 months with 4 option years. (VI) Description of requirements is as follows: The National Oceanic and Atmospheric Administration, National Marine Fisheries Service, Southeast Fisheries Science Center in Miami Florida solicits interested and qualified private and commercial vendors to submit proposals for entering into agreement for the purpose of providing the services requested under this request for proposal. The contractor is to provide everything needed to furnish all the services specified under this solicitation, to include labor, tools, materials, consumables, services, supervision, etc. All materials and equipment shall be new and of the latest technology available at the moment. Installation, service and maintenance shall be performed by skilled and certified personnel. See attached Statement of Work which applies to the Base Year and all Option Years 1 � 4.� (VII) Date(s) and place(s) of delivery and acceptance (enter complete delivery address in one continuous sentence). For services: �Period of performance shall be: Base Year for a twelve month period (09/1/2023)� through (08/30/2024).�� Option Period 1 for a twelve month period� (09/01/2024)� through (08/30/2025). Option Period 2 for a twelve month period (09/01/2025)� through� (08/30/2026). Option Period 3 for a twelve month period (09/01/2026)� through� (08/30/2027). Option Period 4 for a twelve month period (09/01/2027) through� (08/30/2028). (VIII)� FAR 52.212-1, INSTRUCTIONS TO OFFERORS � COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES (MAR 2023), applies to this acquisition. NOTICE TO OFFERORS:� Instructions for submitting quotations under this request for quote must be followed.� Failure to provide all information to aid in the evaluation may be considered non-responsive.� Offers that are non-responsive may be excluded from further evaluation and rejected without further notification to the offeror. 1.� Submit PDF or Microsoft Word format quotations to the office specified in this solicitation at or before the time specified in the solicitation.� Email quotes to andrea.m.talbert@noaa.gov 2.� Contractor shall have an active registration in the System for Award Management (SAM found at https://sam.gov/content/home) in order to provide a quote and be eligible for award. Must provide their UEID/CAGE CODE with their quote.� 3. Vendors shall assume that the Government has no prior knowledge of them or their capability.� 4. Vendors must provide all items requested in FAR 52.212-2. Vendors who do not provide all evaluation criteria will not be accepted. � (IX)� �FAR 52.212-2, EVALUATION- COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES NOV 2021), applies to this acquisition.� Offers will be evaluated based on price and the factors set forth in paragraph (a).� The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered.�� The evaluation will be based on Best value to the government and shall be based on Technical Approach, Past Performance, Experience. The Government reserves the right not to award a purchase order depending on the quality of the quote(s) submitted and the availability of funds. Furthermore, the Government may waive informalities and minor irregularities or omissions in quotes received. The Government may make an award to other than the lowest-priced vendor or the vendor with the highest technical rating if the Contracting Officer determines that to do so would result in the best value to the Government. The Government will not make an award at a significantly higher overall price to achieve only slightly superior performance capability. � Evaluation will be based on the following:� Evaluation Factors: The Government will issue an order resulting from this request for quotation to the responsible offeror whose quotation results in the best value to the Government, considering both price and non-price factors. The following factors will be used to evaluate quotations: Technical Evaluation Factors: Factor 1--TECHNICAL APPROACH. The quotation will be evaluated on how the offeror intends to organize, staff and manage the contract and the means that will be used to accomplish the contract requirements. The degree to which the quotation demonstrates an understanding of the requirements will be evaluated, as well as the offeror's planned management of consultants and subcontractors, if applicable. As applicable, the program can request existing product or service literature from offerors of commercial products or commercial services in lieu of unique technical proposals. Factor 2--EXPERIENCE. The offeror's background, experience, and qualifications will be assessed to determine the likelihood that that offeror can successfully perform the contract requirements and the degree of the risk of non-performance. Factor 3--PAST PERFORMANCE. The offeror's past performance on related contracts will be evaluated to determine, as appropriate, successful performance of contract requirements, quality and timeliness of delivery of goods and services, effective management of subcontractors, cost management, level of communication between the contracting parties, proactive management and customer satisfaction. Offeror shall provide at least three (3) past performance references.� Provide name, address, phone number, and name of the project. If a quoter has no relevant past performance, the quoter must affirmatively state that it possesses no relevant past performance history.� Offerors who fail to either provide past performance information or affirmatively state that they have none, may be considered as non-compliant to the solicitation. Factor 4 - COST/PRICE. The proposed prices/costs will be evaluated.� The cost evaluation will determine whether the proposed costs are realistic, complete, and reasonable in relation to the solicitation requirements. Proposed costs must be entirely compatible with the technical approach. The Government intends to award a trade-off, a single firm fixed-price purchase order on an all or none basis.� (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer�s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
