- **PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE ISSUED** (i) This COMBINED SYNPOSIS/SOLICITATION is not a Request for Proposals or Quotes.� This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. �The National Highway Traffic Safety Administration (NHTSA) intends to negotiate with BETA CAE Systems, USA, Incorporated to provide the required license renewals.� This synopsis, in accordance with FAR 5.203(a), issues public notification prior to purchase contract execution.� This announcement constitutes the only solicitation; a quote will be requested, a written solicitation will not be issued. Interested firms should identify their capability to provide the services described above. �The written response must include detailed information relating to the specific data being requested. �Expressions of interest without sufficient detail to permit evaluation of one�s ability to provide the requested information will not be considered. �This notice of intent is not a request for competitive proposals nor is a Request-for-Proposal solicitation document currently available. �A determination by the Government not to compete this action based upon responses to this notice is solely within the discretion of the Government. �Information received will be considered solely for the purpose of determining whether to conduct a competitive acquisition. �In the absence of responses from interested firms demonstrating their capability, NHTSA intends to request a proposal from BETA CAE Systems, USA, Incorporated on a noncompetitive basis. (ii) The solicitation number for this procurement is 693JJ923Q000069 and will be issued as a Request for Quote (RFQ). (iii) The solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular (FAC) Number 2023-04, Effective Date 06/02/2023. (iv) The North American Industry Classification System (NAICS) code associated with this procurement is 541519. �The small business size standard is 150. �This procurement has been set-aside for small business participation on a sole source basis. (v) Contract Line Item Numbers (CLINS SECTION B � SUPPLIES OR SERVICES AND PRICES/COSTS Price Proposal: �ANSA/META software for LS-Dyna Pre and Post Processing Software or Equal Licenses: Price Schedules B.1�� Base Period: �Contract Year One (1) Prices from the effective date of contract award through twelve (12) months thereafter Period of Performance 08/31/2023 through 08/30/2024 200� �ANSA session requires 100 license credits� 33� ��META session requires 33 license credits B.2�� Option Period One: �Contract Year Two (2) Prices will be in effect from the end of the Base Period through twelve (12) months thereafter Period of Performance 08/31/2024 through 08/30/2025 200� �ANSA session requires 100 license credits� 33� ��META session requires 33 license credits B.3�� Option Period Two: �Contract Year Three (3) Prices will be in effect from the end of the Option Period One through twelve (12) months thereafter Period of Performance 08/31/2025 through 08/30/2026 200� �ANSA session requires 100 license credits� 33� ��META session requires 33 license credits B.4�� Option Period Three: �Contract Year Four (4) Prices will be in effect from the end of the Option Period Two through twelve (12) months thereafter Period of Performance 08/31/2026 through 08/30/2027 200� �ANSA session requires 100 license credits� 33� ��META session requires 33 license credits B.5�� Option Period Four: �Contract Year Five (5) Prices will be in effect from the end of the Option Period Three through twelve (12) months thereafter Period of Performance 08/31/2027 through 08/30/2028 200� �ANSA session requires 100 license credits� 33� ��META session requires 33 license credits (vi) Description of requirements SECTION C � DESCRIPTION/SPECIFICATIONS C.1�� ACRONYMS �������� COTS� Commercial Off-the-Shelf Software C.2�� BACKGROUND NHTSA�s Vehicle Safety Research Division uses LS DYNA3D to perform finite element and rigid body analysis to support NHTSA�s research programs.� NHTSA needs a pre/post post processor software to develop crash simulation models and to run studies using previously developed models.� This procurement is intended to renew a software lease for pre-and post-processing of crash simulations.� Pre-processing capabilities must be able to import, view, manipulate, and output crash simulations models for use with the LSDyna3D simulation programs.� Post processing capabilities must include the ability to input the simulation output files, plot force, acceleration and velocity responses and animate the 3-dimensional kinematic and stress responses appropriate for the finite element simulations.� The sole source is intended to lease the software for five (5) year (60 months). C.3�� OBJECTIVE The objective is to renew software licenses for the ANSA/META pre/post processing software presently in use by NHTSA. C.4�� GENERAL REQUIREMENTS The Contractor shall provide continued use and service support for the product ANSA/META for a base period of one (1) year with four (4) 1 year renewal option periods. �The COTS package shall support existing NHTSA standard analysis procedures and shall also support integration within the existing NHTSA computer networking environment. C.5�� SPECIFIC REQUIREMENTS C.5.1�� Pre-Processor:� The software shall be able to create/edit and output CAD Geometry and DYNA 3D keyword files. �The software shall provide tools that are useful to create finite element models for LS-Dyna.� The pre-processing software is intended to provide a complete set of geometries editing tools helps to efficiently prepare CAD models for the meshing process.� The software must read in surface files (such as IGES, STL formats) and allows the user to mesh and create finite element models to be output then as LS-Dyna keyword formats. �The pre-processor shall also support the integration of separate existing models, positioning, and applying initial conditions such as velocity. �Specifically, the software shall support Loading multiple LS-Dyna keyword files and positioning the FEA objects for simulation.� The pre-processing software shall support meshing of various geometry and morphing existing mesh files.� The software must support finite element occupant modeling through occupant and seat belt positioning and seat deformation pre-simulation.� The software shall support an Occupant Safety tool to simplify the modeling of vehicle occupants and restraints. �The software shall also support exporting an analysis run for various disciplines including LS-Dyna including both kinematics and channel information. C.5.2�� Post Processing: �The software shall be able to import and analyze DYNA 3D simulation output data.� It should be able to support analysis and output for both digital video, and engineering data.� The post processing software shall perform the following functions, but not limited to: visualization environment for finite element simulations.� The software shall provide an intuitive graphics user interface. �The software shall allow the user to do a series of mathematical, numerical, filtering, and statistical analysis on the output data. The software shall be useful in creating the Prescribed Structural Motion (PSM) files based on an LS-DYNA d3plot input. C.5.2.1�� Animations: �The software shall have the ability to read in D3Plot data files and be able to show the animations on the screen and sync different animations on the screen.� It shall be able to rotate and orientate the 3D animations to user specified projection.� The software shall also output the animations and sync animations to avi or mpeg formatted files. C.5.2.2�� Data Analysis:� The software shall be able to read in DYNA output data files and be able to apply standard SAE and other filters and calculate standard occupant crash injury measures from the simulation output. C.5.2.3�� ASCII files:� The software shall be able to import and plot ASCII files for comparison with the crash simulation results.� The software shall also be able to export ASCII text files. C.5.2.4�� Sync Animations to data plots:� The software shall be able to display and sync animations and data plots at the same time.� It shall be able to mark the plots as the animation plays.� This function is critical for relating occupant injury measures to the vehicle and occupant crash kinematics.� The software shall be able to output these plots and animations to avi and/or MPEG formatted video files. C.5.2.5�� Determine Quality of Model: The software shall be able to give detailed statistics about the quality of the FE model and its suitability for crash simulation. �The software shall provide user-friendly advanced features to help improve the FE model in terms of quality and accuracy of the resulting simulation. C.5.2.6�� User Friendly:� The software shall have user friendly features to help efficiently edit/modify the large, >1,000,000 elements FE models typically used for vehicle crash simulations. C.5.2.7�� Workstation Support:� The software lease shall be sufficient to support two (2) PC windows workstations simultaneously for finite element simulation pre-and/or post processing. D.3.2�� Effective: �August 31, 2023, this contract will be a firm-fixed-price one year contract, through August 30, 2024. (viii) FAR 52.212-1 -- Instructions to Offerors-Commercial Products and Commercial Services (MAR 2023) (incorporated by reference) (ix) FAR 52.212-2 - Evaluation-Commercial Products and Commercial Services (NOV 2021) (incorporated by reference) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. �The following factors shall be used to evaluate the offer: Listed in descending order of importance: i)�������� Section C.4 (General Requirements) ii)������� Section C.5, (Specific Requirements) iii)������ Past Performance, and iv)������ Price Evaluation factors other than price, when combined, are significantly more important than price. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. �Before the offer�s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance�hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the Contractor within 60 days. (End of clause) (b) FAR Part 52.217-9 � Option to Extend the Term of the Contract (Mar 2000) The Government may extend the term of this contract by written notice to the Contractor within 60 days; provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 60 days before the contract expires. The preliminary notice does not commit the Government to an extension. If the Government exercises this option, the extended contract shall be considered to include this option clause. The total duration of this contract, including the exercise of any options under this clause, shall not exceed 60 months. (End of Clause) (c) TAR 1252.223-73 � Seat Belt Use Policies and Programs In accordance with Executive Order 13043, the recipient of this award is encouraged to adopt and enforce on-the-job seat belt use policies and programs for its employees when operating company-owned, rented, or personally owned vehicles. �The National Highway Traffic Safety Administration (NHTSA) is responsible for providing leadership and guidance in support of this Presidential initiative. �Information on how to implement such a program or statistics on potential benefits and cost-savings to companies or organizations, can be found in the Click It or Ticket section on NHTSA�s website at www.nhtsa.dot.gov. �Additional resources are available from the Network of Employers for Traffic Safety (NETS), a public-private partnership headquartered in Washington, DC dedicated to improving the traffic safety practices of employers and employees. �NETS is prepared to help with technical assistance, a simple, user-friendly program kit and an award for achieving the goal of 90 percent seat belt use. �NETS can be contacted at 1 (888) 221-0045, or visit its web site at www.trafficsafety.org.
