- Notice of Proposed Contract Action (NOPCA) THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS The Air Force Life Cycle Management Center, Cryptologic and Cyber Systems Division Contracting Branch, (AFLCMC/HNCK), Joint Base San Antonio, hereby gives notice of intent to award a sole source Firm-Fixed Price contract as implemented by Federal Acquisition Regulation (FAR) 11.105(a) and 13.106-1(b)(1), soliciting from a single source to satisfy agency requirements. AFLCMC/HNCK intends to award a sole source contract to purchase Composite Overwrapped Pressure Vessels (COPVs) from Mission Systems - Orchard Park (Eaton), 10 Cobham Dr, Orchard Park, NY 14127, Cage Code: 04577. The Government intends to award by September 30, 2023. Proposals for the required items are NOT being requested through this notice. A determination for other than full and open competition has been approved for this acquisition. The Air Force has a requirement to purchase 1,200 Composite Overwrapped Pressure Vessels (COPVs) part number 6440-CX-PX-L96-BX which meets the specific salient characteristics: -��COPV diameter must be less than or equal to 8.125�; length must be less than 26� -��Internal COPV volume - 900 cubic inches.� -��Vessel must be tested IAW DOT-CFFC -��Vessel must operate at temperature extremes of -60 degrees F and +140 degrees F -� Vessel must be flight worthy; certified to be used in an airborne application. -��3/8� threaded boss on the vessel base.� This Eaton feature is proprietary/patent pending technology If a firm believes it can meet the Government�s requirements, it may identify its interest and capability to the Contract Specialist within seven (7) days of this publication.� Any interested source is invited to submit a written qualification package for review and approval for the purchase of these items. Such approval must be received prior to contract award. The written qualification package must include the following information: 1) contractor name and phone number, 2) a brief statement detailing capabilities to provide such item, 3) a list of names and phone numbers of references to whom you have provided these items to, and 4) type of business, and whether they are large, small, any socio-economic classification, and whether they are U.S. or foreign owned. All data received in response to this announcement marked or designated as corporate or proprietary information will be fully protected from release outside the Government. The Government will not pay for any materials provided in response to this synopsis and submittals will not be returned to the sender.
