Description
DESCRIPTION The Department of Veteran Affairs, Networking Contracting Office (NCO1) located at 163 Veterans Drive, White River Junction, VT intends to enter into a sole source procurement, pursuant to the authority of FAR 6.302-1, with The Door Switch for the following requirement: Scope of Work Ground East Door Alarm Repair 1. The White River Junction VA Healthcare System requires the services of a qualified General Contracting firm to provide services allowing the replacement of the Door Switch hardware on top of two of the doors in the B31 Inpatient Mental Health Ward, as well as purchase of eight (8) door switch hardware assemblies. See criteria sheet table below for details on what assemblies are needed. Work is to include training our employees on the proper installation procedures for the door switch hardware. The training shall conclude with the receipt of a certification of Door Switch Door Hardware Installation Training. Our employees will install the door switch assemblies purchased through this contract. 2. The Contractor shall also be responsible for all damages to persons or property that occurs as a result of the Contractor s fault or negligence. 3. The Contractor shall also be responsible for all materials delivered and work performed until completion and acceptance of the entire work, except for any completed unit of work which may have been accepted under the contract. 4. Existing Site Conditions. Construction will occur within the Building 31 Inpatient Mental Health Ward. The work will take place in an occupied healthcare facility and the design/build activities will require services to be phased in such a way as to minimize impact to staff and patients. Due to the locked-down nature of this ward, precautions will be taken to ensure all tools and equipment do not leave the eyesight of the contractor. Infection Control measures will be required at all times as defined in ICRA assessment, Class I, Group 2, Type A. Service activity will require constant coordination with VA personnel. 5. The final construction shall conform to all VA requirements outlined in the FGI Guidelines for Design and Construction of Hospitals, Facilities Guideline Institute (FGI), ADA, Joint Commission Accreditation Standards, ANSI, SMACNA, IBC, NEC, NFPA as well all requirements of the VA design manuals posted by discipline in the VA Technical Information Library at the following web address: http://www.cfm.va.gov/til/dManual.asp 6. Work shall be completed in conformance with the time schedule requested by the VA Contracting Officer s Representative (COR) or Resident Engineer (RE). The Contractor is solely responsible for preparing all necessary regulatory notifications to meet the time schedule. 7. Due to requirements in NFPA 101 Life Safety Code, a minimum of two egress routes for each occupied space must be maintained. To ensure the safety of VA patients, 2 staff, and tenants, work is to be structured to allow for egress routes to be maintained throughout the course of construction. Work requiring relocation of tenants, is subject to notification requirements. If Contractor provides a schedule resulting in any violations of NFPA 101 Life Safety Code during any work, they must also submit proposed interim life safety measures for VA review. Any action necessitated by NFPA 101 Life Safety Code will be the responsibility of the Contractor. General Contractor Requirements: Description of Work a. Contractor is to provide the necessary training to any White River Junction VA Facilities Management Services employee who will be involved with repairs and maintenance of the door switches. b. This training shall conclude with the receipt of a certification of The Door Switch Door Hardware Installation Training. c. Purchase of eight (8) door switch assemblies for our electricians to install after the training. See criteria sheet below. Place of Performance: White River Junction VAMC, 163 Veterans Drive White River Junction, VT 05001 Period of Performance: 30 Days from NTP Work Schedule: 1. Normal working hours are from 7:30 AM to 4:30 PM. 2. Work Performed After Hours: 3. In order to maintain schedule, work performed over the weekend, may be allowed. Contractor to coordinate these efforts with VA COR with a minimum 48-hour notice. The Door Switch will be awarded this procurement because the selected contractor must be a manufacturer certified/authorized service provider who can inspect, maintain, service and install the door alarms without voiding the original equipment manufacturers warranty. The NAICS code for this requirement is 561990 with small business size standard of $16.5 Million. This notice of intent is not a solicitation nor is it a request for proposal. However, interested parties that believe they can satisfy the requirement listed above must clearly identify their capability to do so in writing by August 30, 2023, at 5:00 PM EST time. Responses should be sent to Kenya Mitchell at Kenya.mitchell1@va.gov. Information submitted in response to this notice will be used solely to determine whether competitive procedures could be used for this acquisition. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government.
