- �This is a notice of Intent to award a sole source contract as a follow on contract to requirement NM-AN2120-23-0157- whch was awarded�1333MK23PNMAN0213. Vendor completed their portion of this requirement at the location specified and the vessel has shifted location. Condition found reports were provided in the initial work and would have otherwised been modified to complete this work if vessel remained onsite at location.� Vendor to perform this work is�PENNANT MARINE SERVICES INC,�PO BOX 306,�BAYOU LA BATRE AL 36509 Requirements 4.1. Work with COR and Ship�s Force to Lock-out/Tag-out the Fast Rescue Boat Davit System. 4.2. Procure the services of a local OEM representative (Palfinger Marine) to procure and replace the 2-inch dump line and Throttle Block on the FRB davit winch. An OEM representative may be made by contacting the local OEM distributor: (https://www.palfingermarine.com/en/service/service-network). 4.3. Drain and refill the winch hydraulic oil. For bidding purposes, estimate 20 gallons of Hydraulic 32 / Tellus 32 hydraulic oil. 4.4. Test and operate the davit winch with the OEM to verify low and high speed operation in accordance with OEM specifications. 4.5�Contractor is directed to procure the correct OEM (Palfinger Marine) rebuild kit for the hydraulic cylinder and repair pitting in the hydraulic rod. The Government intends to acquire this service under the guidelines of FAR Part 13, Simplified Acquisitions Procedures and FAR Part 12, Commercial Items. The Government intends to solicit and negotiate directly with S[ace Exploration, under the authority of FAR 13.106-1(b)(1)(i). This is not a solicitation for competitive quotes. However, if any authorized party that can provide this subscription/licensing without compromising manufacturing delivery or mark ups may submit a statement of capabilities, which if in timely received, will be considered by NOAA OMAO. A statement of capabilities to include the detailed service including manufacture authorization, and OEM agreement, and a price list, this shall be received by 3:00pm EST on August 23, 2023. A determination by the Government not to compete this proposed requirement is based upon responses to this notice and it is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Evidence must be provided of the required service while also be authorized by the manufacture. The capability statement, a price list and any other information furnished must be in writing and must contain material in sufficient detail to allow the Government to determine if the party can meet all of the system requirements.
