- This is a NOTICE OF INTENT that the Government seeks to issue a Sole Source award. The U.S. Department of Treasury - Internal Revenue Service (IRS) seeks the purchase and installation of physical security equipment (Electronic Access Control System, Video Surveillance System & Intrusion Detection System) under NAICS Code 561621 This is not a solicitation for proposals or an invitation for bids. The Government does not anticipate receiving responses to this notice of a non-competitive action. If parties choose to respond, any cost associated with preparation and submission of data or any other cost incurred in response to this announcement are the sole responsibility of the respondent and will not be reimbursed by the Government. The Department of the Treasury, Internal Revenue Service (IRS), intends to acquire a purchase order to update and replace equipment for the existing video surveillance system. Market Research has been conducted and it has been determined that there is only one responsible source, Aurora Technical Systems, LLC. The proposed contractor�s unique qualifications, previous performance in the installation of the recent Video Surveillance System (VSS) upgrade at other local PODS and being listed as an approved contractor on the GSA Federal Acquisition Service website through 09/03/2025. Based on the previous VSS upgrade at this location there is currently a warranty in effect for for equipment previously installed and in operation at this location. This includes existing software, software/camera licenses, etc. The award of this requisition to another vendor entity (not Aurora Technical Systems, LLC) may adversely affect the existing warranty and/or licenses, as a result, if another vendor makes modifications to the existing system, the current warranty may be voided. This will negatively impact the IRS from completing assigned tasks, and incur additional costs for future repairs at the expense of the American Taxpayers. Pursuant to the authority of FAR 13.106-1(b)(1)(i), the Contracting Officer may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source is reasonably available.
