NOTICE OF INTENT TO SOLE SOURCE The Defense Health Agency (DHA) intends to award a sole source contract under the authority of 10 U.S.C. 2304(c)(1) 6.302-1-Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements to Children�s Hospital of the King�s Daughter, 601 Childrens Lane, Norfolk, VA 23507 for Pediatric Ambulance Services that consists of non-personal pediatric ambulance transport services for Naval Medical Center, Portsmouth, VA including both pediatric/neonatal (neonatal is defined as infants under twenty-eight (28) days old) critical and non-critical neonatal transports. Services shall include all necessary personnel, ambulances, equipment and supplies, and travel. Transports shall be provided within a seventy-five (75) mile radius of NMC Portsmouth. Children�s Hospital of the King�s Daughter is the only source qualified to provide pediatric critical care transport to include both pediatric and neonatal critical care transport in the state of Virginia within the seventy-five (75) mile radius of NMC Portsmouth, VA. This notice of intent is not a request for competitive proposals and no solicitation document exists for the requirement; however, if a vendor challenges the basis for this requirement, please submit a capability statement that includes sufficient detail and with convincing evidence that clearly demonstrates the capability to submit a product meeting the minimum requirements specified above. Capability statements shall not exceed 5 (8.5 x 11 inch) pages using a font size no smaller than 10-point.� All capability statements received by the due date of this notice will be considered by the Government.� A request for documentation or additional information or submissions that only ask questions will not be considered as an affirmative response.� A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government.� Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source procurement. Capability statements are due by 4:00 P.M. EST, 7 September 2023.� Capability statements shall be submitted by email ONLY as a Microsoft Word or Adobe PDF attachment to Christine Russman, christine.l.russman.civ@health.gov. No phone calls will be accepted.
