- Description
- The U.S. Department of Health and Human Services (HHS), Indian Health Service (IHS), Division of Acquisition Policy (DAP), on behalf of the IHS, Office of Environmental Health & Engineering (OEHE), intends to award a Contract on a sole source basis to ESRI, Inc. of Redlands, California for its unique capability provide software licenses and technical consulting services to support the existing enterprise Geographic Information System (GIS) and mapping platform. The anticipated period of performance will include a one-year base period and a 4-year option periods from 09/25/2023 through 09/24/2028. This sole source action will be issued under the authority of the Simplified Procedures for Certain Commercial Items. The statutory authority permitting sole source acquisition is 41U.S.C 1901 as implemented by Federal Acquisition Regulation (FAR) 13.501(a)(1)(ii). Market research has identified ERSI, Inc. as the only vendor capable of providing the required licenses and support services for IHS. ESRI�s software technology is the only Geographic Information System (GIS) widely deployed and used throughout the Department of Health & Human Services as well as many state, deferral, tribal and local governments. ESRI�s software technology is also the foundation and core of many existing national IHS applications and workflows such as; find healthcare, COVID-19 data collection COVID-19 reporting dashboard and other sanitation facilities construction utility services. Based upon IHS market research, there is no comparable alternate software available and exploring any other options would require an extensive and expensive rewrite of all IHS� existing applications and workflows. The products meet the agency�s need and work within the current architecture. Additionally, this software has been an agency standard for many years, and staff and contractors have extensive knowledge, experience and skills with ESRI software. Should technology change and improve in the future to allow for an alternate solution, additional time would be required to transition these developed skillsets. The anticipated vendor, ESRI is the sole-source provider of its products and maintenance for federal customers. ESRI does not have a contractual relationship enabling any third party to resell RSRI maintenance to the federal government on a standalone basis. It is anticipated that the Government will award a Firm Fixed-Price (FFP) contract for this requirement. The North American Industry Classification System (NAICS) code is 513210: Software Publishers) with small business size standard of $47M. The Product and Service Code (PSC) is D: ADP and Telecommunications. This notice of intent is not a request for competitive quotes. Interested persons may identify their interest and capability to respond to the requirement or submit a quote to Contract Specialist, Christopher McGucken at Christopher.McGucken@ihs.gov Information received in response to this notice will be considered solely for the purpose of determining whether to conduct a competitive procurement. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. In doing so, interested sources must submit technical capabilities, and other information that demonstrates their ability to meet the Government's needs. At this time, no solicitation document is available and telephone requests will not be honored. No contract will be awarded on the basis of quotes received in response to this notice. If no affirmative written responses are received by 09/07/2023. 4:00PM Eastern Time (EST) a contract may be awarded to ESRI, Inc. ATTACHMENT #A � Performance Work Statement (PWS)
