Description
What is the expected notice of the award date? If your business is awarded the contract, you'll be notified by the contracting officer of the award and provided an official start date. This is contingent on the outcome of the contracting process and final selection. Per the RFQ, the training must be delivered within one year of award. Are there any particular times of year that are more advantageous for the agency or targeted employees? The beginning of the FY24 (e.g., October/November 2023; February 2024) would be more advantageous to the Agency due to workload demands and competing priorities in our divisions. Per the RFQ, the course delivery date must be provided two weeks prior and agreed upon. Once agreed upon can course materials (workbooks, etc.) be emailed to participants in advance? Yes, the materials may be provided via email to the Training Manager (Office of the Director POC) for distribution to participants. Are there any prohibited or preferred platforms for course delivery? Preferred Platforms: Microsoft Teams or Webex. Other platforms may be considered but may also require additional security permissions. Is there a period of time the contractor must retain the course material after delivery? Yes, the expected period to retain course materials is 60 to 90 days. Are there any insurance requirements the contractor must have? No. Does the training need to be translated into other languages? If so, what are those languages? Does translation need to be complete at time of training or with delivery of recorded training? No. The training may be delivered in English with accessibility functions (subtitles and/or transcription if available). Does the training need to be 508 compliant? Yes. Section 508 of the Rehabilitation Act requires federal agencies to create, buy, and use information and communication technology (ICT) that's accessible. ICT includes software and websites, electronic documents (such as PDFs), multimedia content. Does the contractor need to acquire approval for the course content prior to delivery of training? No. Nonetheless, it would be helpful to review the course content beforehand for any revisions. Is there a post training availability requirement? No. Is there a budget for the contract? Not available Does the training need to be delivered in consecutive order or delivered simultaneously? For example, can Innovation & Collaboration be offered and 9:00am EDT and Commitment be at 9:00am EDT? Are employees required to take all course content or sign up for certain courses? If the latter, will the contractor receive an attendee list in advance? The training may be delivered in consecutive order. Employees are required to take all course content. The contractor may receive an attendee list in advance. Do we need to offer or make available a course completion certificate or letter? Yes. A course completion certificate should be provided by the vendor to all participants who attend the course. Is a course schedule required? Yes, a course schedule is required for planning purposes across our divisions. Are there any specific VA training structures or protocols to adhere to such as breaks, lunch, etc.? Yes, two breaks of fifteen minutes and lunch break must be provided to participants if the training will be offered during the entire working day (eight-hour period). If the training will consist of half-day sessions, then at least one break of fifteen minutes must be provided to participants. Per the RFQ, the contractor is required to sign and submit 1 copy of the document. It appears the only fillable areas are on pages 3-8. Is this correct? If not, what other documentation is required? Is there a required or preferred document type for delivery such as PDF? Sign SF1449, sign any Amendments, fill out Pricing Schedule, provide SAM UEI, Respond to all Evaluation Factors.
