Description

Pre Solicitation Notice: Naval Sea Systems Command (NAVSEA) Contracting Department intends to procure Water Polishing Skid for Puget Sound Naval Shipyard and Intermediate Maintenance Facility (PSNS & IMF). This procurement will be solicited as full and open competition (unrestricted) utilizing FAR Part 12 and 13.5 procedures. It is anticipated that a commercial, Firm Fixed-price Supply Contract will be awarded. Solicitation N4523A23Q4078 will be posted to the sam.gov website on or about 08/24/2023. Through its submission, the vendor acknowledges the requirement that a prospective awardee must be registered in the System Award Management (SAM) database prior to submitting their offer, during performance and through final payment of any contract resulting from this solicitation. Lack of registration in the SAM database will make a vendor ineligible for award. Vendors may obtain information on registration and annual confirmation requirements via the Internet at https://www.sam.gov/portal/SAM. Required Capabilities: Contractor must be listed under the Joint Certification Program (JCP). If your organization has the potential capacity and capabilities to perform the contract requirements. All responsible sources may submit a bid, proposal or quotation which shall be considered by NAVSEA. This solicitation and any subsequent amendments will be posted to http://www.sam.gov. Prospective offerors are responsible for downloading their own copy of the solicitation from this website and for frequently monitoring that site for any amendments. The Government is not responsible for any inability of the offeror to access the posted documents. No telephone or FAX requests will be accepted, and no hard-copy solicitation/amendment will be mailed or Faxed. Information provided shall be treated as Business Sensitive or Confidential to the responder, exempt from public release under the Freedom of Information Act. PSNS & IMF may request further information regarding the capabilities of respondents to meet the requirements set forth in the announcement. This pre-solicitation announcement is released in accordance with FAR 5.2. Information provided in response to this pre-solicitation announcement is for informational and for planning purposes only, and will not be considered an offer by the responding party and cannot be accepted by the Government to form a binding contract.
