- DLA Aviation intends to solicit on a sole source basis under the authority of FAR 6.302-1 to General Electric Company, CAGE 07482, via a letter Request for Proposal (RFP). A copy of the solicitation will not be available via the DLA-BSM Internet Bid Board Systems (DIBBs). A copy of the solicitation may only be available to requestors by contacting the Point of Contact (POC) for this notice directly. Surplus dealers are also invited to respond to this solicitation. The response should include a completed surplus certificate, Procurement Note C04, Government Surplus Material or adequate traceability documentations to show that the product is acceptable. (Note: Other Aviation sites will provide their equivalent surplus clause, as applicable). Responses to this announcement from other than the Original Equipment Manufacturer (OEM) should identify items of interest and include evidence of ability to supply the items for the contract period as identified. In addition, respondents should identify the quantity available and price. A copy of the letter of interest should be forwarded to the Contracting Officer identified herein and SBA PCR (DeeAndra.Heath@sba.gov). The Government may alter the acquisitions strategy if purchase of existing surplus or newly-manufactured inventory is in the best interest of the Government. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The proposed action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. Solicitation number SPE4AX-23-R-0J85 is issued as a Request for Proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), and Defense Logistics Acquisition Directive (DLAD). The associated NAICS code is 336412. The government intends to add these parts to the current General Electric Company Spares Engines Requirements Contract, SPE4AX-20-D-9445. See attached list for complete listing of items being added. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. General Electric Company is currently the only qualified source who can manufacture these parts. The Government does not have rights to these parts, manufacturing, production, or process data. This information is proprietary to General Electric Company. Specifications, plans, or drawings related to the procurement described are incomplete or not available and cannot be furnished by the Government. SOLICITATION WILL BE POSTED TO SAM.GOV ONLY. INDIVIDUAL REQUESTS WILL NOT RECEIVE A RESPONSE AS SAM.GOV IS A PUBLIC ACCESS DOMAIN. Offerors are required to be registered in the System for Award Management (https://www.sam.gov). Offerors must be registered prior to receiving an award for this acquisition or for any future awards.
