- Amendment 001: This amendment is to change the requirement to Brand Name or Equal to Forum Energy Technology's Accuseal critical service valve. This is a combined synopsis and solicitation for commercial supplies prepared in accordance with the format in FAR Subpart 12.6-Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This notice will be posted for less than 15 days in accordance with FAR 5.203(a)(2). Request for Quotation (RFQ) number is N66604-23-Q-0701. This requirement is being solicited as full and open competition on a brand name or equal basis, as concurred with by the NUWCDIVNPT Office of Small Business (OSBP). The North American Industry Classification System (NAICS) Code for this acquisition is 423720. The applicable size standard is 200 employees. Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) Code 15 Acoustic Pressure Tank Facility (APTF) has a Brand Name or Equal requirement for Forum Energy Technologies critical service valve as follows: CLIN 0001: Quantity of one (1) Accuseal Critical Service Valve (CSV) in accordance with the attached minimum requirements. Shipping will be FOB Destination to Newport, RI 02841. The Underwater Sound and Reference Division (USRD), NUWCDIVNPT requires one (1) new Accuseal CSV, pressure class 1500 valve. The replacement valve need to be compatible with the existing piping system. Adding a valve with a different form fit valve would require reconfiguring the piping systems in the facility.� Installing a different valve would require an extended shut down of the Acoustic Facility putting all testing on hold until the insulation of the new plumbing system is completed.� Adding a valve with different specifications than the Accuseal CSV, manufactured by Forum Energy Technologies, and piping changes to the facility would also require the recertification of the facility by NAVFAC System Certification Authority for Hyperbaric Facilities under reference SECNAVINST 5400.15D, Department of Navy Research and Development, Acquisition, Associated Life-Cycle Management, and Sustainment Responsibilities and Accountability and OPNAVINST 11230.2C, Inspection, Certification, and Audit of Navy Specialized Infrastructure. The Accuseal CSV has been identified as a critical item. Therefore, only quotes from authorized distributors for FET will be accepted. Incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2023-04. The provision at FAR 52.212-1, Instructions to Offerors Commercial Items applies to this solicitation. The provision at FAR 52.212-3, Offeror Representations and Certifications Commercial Items applies to this solicitation. The provision at DFARS 252.204-7008, Compliance with Safeguarding Covered Defense Information Controls applies to this solicitation. Clause 252.204-7009, Limitations on the Use or Disclosure of Third-Party Contractor Reported Cyber Incident Information, and Clause 252.204-7012, Safeguarding Covered Defense Information and Cyber Incident Reporting, apply to this solicitation, 252.204-7019Notice of NIST SP 800-171 DoD Assessment Requirements, 252.204-7020 NIST SP 800-171 DoD Assessment Requirements (Attached), In accordance with DFARS Clause 252.211-7003, the contractor shall provide a unique item identifier (UID) for all delivered items for which the Government's unit acquisition cost is $5,000.00 or more. The Government will make award to the Lowest Price Technically Acceptable (LPTA) quote. In order to be determined technically acceptable:� (1) The offeror must be an authorized distributor of FET and provide the brand name or equal items required, in the required quantities; (2) Offerors shall provide proof that the items are shipped from the US; (3) The Government will consider past performance information in accordance with DFARS Provision 252.213-7000 where negative information within Supplier Performance Risk System (SPRS) may render a quote being deemed technically unacceptable. Offerors must be registered in System for Award Management (SAM) prior to award. Registration information can be found at https://www.sam.gov. The Government�s preferred method of payment is via Wide Area Workflow (WAWF). Please provide a quote no later than Thursday, August 29, 2023 at 1400 EST to franklin.k.patton2.civ@us.navy.mil.
