- Sources Sought Notice Page 4 of 4 *= Required Field Sources Sought Notice General Information (Sources Sought only) PURPOSE: The Prevention, Recovery, and Emergency Preparedness: Empowering Veterans to Promote Community Resilience (Empowering Veterans) Project. Is a demonstration project funded by the VA Office of Mental Health and Suicide Prevention to implement the National Strategies for the Prevention of Veteran Suicide. These strategies suggest a bundled public health approach that promotes self-empowered wellness for the prevention of suicide. The Empowering Veterans project bundles, implements, and evaluates the impacts and outcomes of evidence-based treatments and proven complementary treatments. The purpose of this contract is to hire Ms. Julie Jones with Harmony Esthetics as a subject matter expert and care provider and educator for stress management techniques. There will not be any VA sensitive information associated with this requirement. SCOPE: This is a new requirement to acquire expert services for the Design and Implementation of Stress Management Techniques by a subject matter expert with at least 10 years of experience as a Reiki Master level provider, at least 10 years of experience in hypnotherapy and who has a private place of business where services can be provided as needed. The location must be within 60 miles of 4300 W 7th St, Little Rock, AR 72205. Consultation as a subject matter expert in the fields of reiki, meditation, hypnosis, aromatherapy, and somatic expression. Assistance in the development of self-empowering tools for suicide prevention Assistance in the development and implementation of stress management techniques for Service Members, Veterans, and their family members (SMVF) experiencing suicide risk. Provide individual and/or group stress management sessions to individuals at risk for suicide. As a subject matter expert for stress management techniques, review and edit documents reporting the impact and outcomes of these prevention interventions as requested by the project lead. Assist in the collection of data to evaluate the impact and outcomes of services provided. Provide a minimum of one meditation recording available for free on YouTube that can be utilized by Service Members, Veterans, and family members participating in the demonstration project. PERIOD OF PERFORMANCE: The contract Period of Performance will be one year from the date of award with a requested start date of September 1, 2023. - Tentative date: September 1, 2023 August 31, 2024 Note: The NAICS Code for this procurement is 621399; size standard $8 million. The Service Contract Labor Standards will also apply to this procurement. This Sources Sought Notice is for market research purposes only and shall not be considered as a request for quote or an obligation on the part of the Government to acquire any services. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of the contractor s submission of this Sources Sought Notice or the Government s use of such information. The Government reserves the right to reject in whole, or in part, any contractor s input resulting from this Sources Sought Notice. No contractual arrangement will be made as a result of this notice. Information submitted in response to this Sources Sought Notice will not be returned. All interested parties that are capable of providing the required services shall submit a response via email to billy.morris@va.gov no later than August 25, 2023, at 3:00 PM/CST. The responses shall be limited to 15 pages and address the information below.
