Contracting Office Address: 6565 Surveillance Loop, Aberdeen Proving Ground, MD 21005 Contract Vehicle and Number: Purchase Order, W56JSR-23-P-0010 Contract Solicitation Number: PANAPG-23-P-0000-009599 Justification &Approval Authority: FAR 13.501(a)(1)(ii) Requesting Agency: Communications-Electronics Command (CECOM) Software Engineering Center (SEC) Requirements POC: Joseph Bennett, Software License Acquisition Branch Chief Contracting Activity: Army Contracting Command- Aberdeen Proving Ground, Division E Requirement Description: The Communications-Electronics Command (CECOM) Software Engineering Center (SEC) in support of the Distributed Common Ground System-Army (DCGS-A) program has a request for Commercial off-the-shelf (COTS), Firm Fixed-Price (FFP) L3Harris Geospatial Solutions, Inc (HGSI) Environment for Visualizing Images (ENVI �) software toolkit license, and the procurement of the ENVI Atmospheric Correction Module to include all required ENVI� software support and maintenance. The HGSI ENVI software toolkit consists of Environment Visualizing Images (ENVI) Digital Elevation Model (DEM) Extraction Module Maintenance, ENV Interactive Data Language (IDL) Maintenance, ENVI National Imagery Transmission Format (NITF) Module Maintenance, ENVI Feature Extraction Module Maintenance Renewals, and ENVI Atmospheric Correction Module License. The ENVI Maintenance are required to allow access to the warfighter for security and functional patches. The ENVI Maintenance Renewals includes version updates as well as security patches to mitigate common vulnerabilities as they arise. In addition, the ENVI Atmospheric Correction Module License is a highly complex task requiring specialized software to remove false misleading atmospheric properties in images of surface reflectance. The HGSI ENVI software toolkit, which consists of maintenance renewals and licenses provide the Army continuous ability to detect potential threats and protects the operational system from unforeseen vulnerabilities. The ability to identify and detect threats to maintain optimal levels of safety, readiness, and execution to protect the Department of Defense (DoD), the Warfighter, and missions. Estimated Cost/Price of the Action (including options): $6,624,470.00 Authority: FAR 5.201(b) Per authority of FAR 5.201(b), for acquisitions of supplies, other than those covered by the exceptions in 5.202, the contracting officer must transmit a notice required by FAR 5.201(a) and as prescribed in 5.207, when the Contracting Officer determines that the proposed contract action is an order for an amount expected to exceed the simplified acquisition threshold, synopsizing will be made through a means that provides access to the notice of proposed contract action through the GPE. �
