- This is a solicitation for Federal Court Interpreter Certification Examination (FCICE) Support Services and is prepared in accordance with Judiciary Guide Volume 14, � 330, Standard Competitive Contracting Procedures, for the Administrative Office of the U.S. Courts (AO).� This announcement constitutes the only solicitation and proposals are being requested.� This solicitation is unrestricted and is not set aside for small business. The Judiciary is not subject to the FAR to include small business regulation. The AO is seeking to award an Indefinite Delivery, Indefinite Quantity (IDIQ) Contract to support the Spanish/English Federal Court Interpreter Certification Examination (FCICE). The Court Interpreters Act (Act), 28 U.S.C. � 1827, requires the Director of the AO to prescribe, determine, and certify the qualifications of persons serving as certified interpreters in federal courts when the Director considers such certification to be merited. The Act mandates that such certifications shall be based on the results of a criterion-referenced performance examination. The AO's criterion-referenced FCICE is administered in two phases - a written examination and an oral examination. The oral examination must test in the three modes of court interpreting: consecutive interpretation, simultaneous interpretation, and sight translation.��The Contractor shall deliver complete administrations of both phases of the FCICE in accordance with current industry standards as described in the Statement of Work and according to other contractual requirements. The attached solicitation USCA23R0057 provides details on the requirement, instructions, and evaluation criteria. The draft Task Order 0001 that the AO intends to issue as part of the award of this IDIQ is also attached. Please adhere to all instructions when preparing and submitting proposals.
