- Notice of Intent to Sole Source THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES. U.S. Fish and Wildlife Service, Joint Administrative Operations, Acquisition & Property Operations, Green Bay Fish Resource Office, USFWS intends to award a firm fixed price sole source contract under the authority of FAR 6.302-1 only one responsible source to: Shipbuilders of Wisconsin, Inc. 1811 Spring St, Manitowoc, WI 54220-3151 The North American Industry Classification System (NAICS) code for this requirement is 336611, Ship Building and Repairing. The object of this sole source award to Shipbuilders of Wisconsin, Inc. is to do a haul maintenance of the Research Vessel (RV) Smith. The work will include modifications that are needed for RV Smith maintenance and improvements. Maintenance on the vessel will include work on the: main engine exhaust grates, aft lazarette hatch drainage, dometic AC Chiller/Heat system, potable water tank, hydraulic bilge pump, transducer, and vessel bottom coating and anodes. Improvements include stern dive platform, battery storage, and storage bunk space. Outside of vessel modifications, vessel handling, and over-winter storage are included. Shipbuilders of Wisconsin Inc. is determined to be the only shipyard within a reasonable range of the vessel�s home port and distance to employee�s duty station that can accommodate a vessel of this size in a climate-controlled environment. The distance allows FWS staff to conduct winter work with no overnight travel. This synopsis does not constitute a solicitation; however, if any interested party believes they can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities must be submitted in writing and must contain clear and convincing evidence that competition of this requirement would be advantageous to the Government. If parties choose to respond, any cost associated with preparation and submission of data or any other cost incurred in response to this announcement are the sole responsibility of the respondent and will not be reimbursed by the Government.
