- Single Source Justification for SAP under the SAT DEPARTMENT OF VETERANS AFFAIRS Justification for Single Source Awards IAW FAR 13.106-1 For Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K) Acquisition Plan Action ID: 36C262-23-AP-7832 Contracting Activity: Department of Veterans Affairs, VISN 22, Network Contracting Office 22, Greater Los Angeles VA Healthcare System, Sepulveda VA Ambulatory Care Center. 2237# 691-23-4-5090-1856 Brief Description of Supplies/ Services required and the intended use/Estimated Amount: The Greater Los Angeles VA Healthcare System, Sepulveda VA Ambulatory Care Center has a requirement for the repair of two leaks within the main domestic water line located near Building 63 and Building 202. The estimated amount of this requirement is: $91,450.00. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: In accordance with FAR 13.106-1(b), this justification serves to support the single source award of a contract for the urgent repair of main water lines at the Sepulveda VA Ambulatory Care Center to Monaco Mechanical, Inc. (SAM UEI: H8DECVKFWC83). This requirement arises from an emergency characterized by the formation of a sinkhole withing the premises of the medical center, posing an imminent threat to the safety of veterans, staff, and infrastructure. Monaco Mechanical, Inc. possess a unique set of characteristics that significantly limit the availability of suitable alternatives, justifying the necessity of a single source award for this critical repair project. Monaco Mechanical, Inc. is certified Service-Disabled Veteran-Owned Small Business (SDVOSB) with a proven track record of delivering comprehensive mechanical and infrastructure solutions across complex healthcare environments. Their demonstrated expertise in addressing similar issues in healthcare facilities, couples with their SDSVOSB certification, positions them as a singularly capable and qualified entity for this time-sensitive endeavor. Their familiarity with the unique challenges of operating within medical facilities, coupled with their proficiency in handing intricate utility systems, further solidifies their suitability for this engagement. Furthermore, the exigency of the situation demands an immediate response, and Monaco Mechanical, Inc is uniquely poised to rapidly deploy its resources, workforce, and specialized equipment to initiate repairs swiftly. Given the critical nature of water lines within a medical facility, any delays in addressing this issue could lead to potential disruption of patient care, environmental hazards, and compromised facility integrity. The complexity of the repair, the need for seamless integration into the existing infrastructure, and the potential impact on patient services necessitate a contractor with a proven record of reliable performance and technical expertise. While competition is typically encouraged in federal contracting, that nature of this emergency, coupled with Monaco Mechanical, Inc s exceptional qualifications, renders it impracticable to consider alternative contractors without risking unacceptable delays and endangering the health and safety of our veterans and staff. Therefore, based on the urgency, the specialized capabilities of Monaco Mechanical, Inc., and the need to ensure continuous medical services, a single source award is justified to address the immediate repair of main water lines at the Sepulveda VA Ambulatory Care Center. Description of market research conducted and results or statement why it was not conducted: Market research was conducted utilizing the querying of SBA s Veteran Small Business Certification (VetCert) and FPDS.gov. Results from SBA s VetCert found 2883 registered SDVOSB and VOSB s national database. 1674 were identified to work within the State of California. Market research of previous emergency procurements were reviewed to identify previous procurement processes. Government-Wide database FPDS.gov was queried to identify previous procurement history. Four contracts were found to be awarded by Network Contracting Office 22 within FY23 for Emergency Water Main Repair . . Based on the circumstances of the water main leakage creating sinkholes, this requirement has been classified as an emergency procurement. The contracting officer has determined that the circumstances of the contract action deem only one source reasonably available based on urgency. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b).
