- 1. CONTRACT INFORMATION: The U.S. Army Corps of Engineers (USACE) - New England District (CENAE) plans to award one (1) A-E Indefinite Delivery/Indefinite Quantity (IDIQ) contract to comprise one (1) Single Award Task Order Contract (SATOC) for A-E services to perform Bridge Inspection and Related Remedial Design, Diagnostic and Analysis Services. This contract is being procured in accordance with the Selection of Architects and Engineers as implemented in FAR Subpart 36.6. The firm will be selected for negotiation based on demonstrated competence and qualifications for the required work. North American Industrial Classification System (NAICS) Code is 541330 with a size standard of $25.5M. Work will primarily be performed within the boundaries of the New England District (ME, NH, VT, MA, CT and RI), but could also include other states and districts covered by the USACE North Atlantic Division?s (NAD) mission areas (NY, NJ, PA, DE, MD, VA, WV, and the District of Columbia). The contract will be negotiated and awarded with a five-year ordering period. The amount of the contract will not exceed $8,000,000. Work will be issued by negotiated firm-fixed-price task orders. Award of this contract to the subsequently selected firm is anticipated in early 2024. The contract minimum guarantee is $20,000 over the life of the contract.This announcement is open to all businesses regardless of size. If the selected firm is a large business concern, the firm must comply with FAR 52.219-9, Small Business Subcontracting Plan, and submit a small business subcontracting plan after being notified of their selection with the final price proposal. The Small Business Subcontracting Plan will contain small business goals for all of the Small Business Programs (Small Business, Women-Owned Small Business (WOSB), Service-Disabled Veteran Owned Small Business (SDVOSB), Small Disadvantage Business (SDB) and HUBZone Small Business). The Subcontracting Plan must be reasonable, attainable, and challenging. If a SB firm is selected, then no Small Business Subcontracting Plan is required.
