Description
This Notice is Posted in accordance with (IAW) Federal Acquisition Regulation (FAR) subpart 5.2. The Department of Veterans Affairs (VA), Network Contracting Office (NCO) 09, hereby provides notice of its intent to award a sole source, firm-fixed price base plus four 12-month options purchase order/contract for the product/service listed below to a large business, Change Healthcare Technologies, LLC, headquarters out of Nashville, TN. The contract is expected to be awarded under the authority of FAR 13.106-1(b) Soliciting from a single source. A Sole Source Justification for Other Than Full and Open Competition has been prepared. The anticipated award date is no later than 10/01/2023.The contractor will provide the product/service listed below to the place of performance listed on the cover page of this notice. Background: The National Utilization Management Integration (NUMI) is a web-based application that integrates VistA patient stay information with clinical appropriateness criteria. The clinical appropriateness criteria come from Change Healthcare s Interqual Criteria Review information system (IS) platform, which is the only IS platform of this kind supporting VA s Utilization Management program offices nationally. The national Utilization Management office has chosen not to cover all available criteria offered on Interqual s Criteria Review to give VISN-level program offices the choice of what criteria to add. VISN9 continues to use the addon Imaging Criteria, which includes Anonymous Review criteria. Imaging Criteria is a hosted, cloud-based solution that lets you perform an interactive review with InterQual Criteria without specifying member data. Address high-volume, high-cost imaging studies. With over 200 imaging studies, the criteria provide the most comprehensive coverage of imaging studies for pediatric, adolescent, and adult populations in the industry, including CT, MRI, and PET. The criteria also help identify the most appropriate imaging studies based on the member s clinical presentation and the best medical evidence available. The product will be used as a reference for Utilization Managers across the VISN. The product will give an interactive source for the managers to reference when determining clinical decisions and supports the most appropriate care. When the InterQual Anonymous Review and the InterQual Imaging Criteria is used simultaneously it allows for the Utilization Managers to perform an interactive review with InterQual Criteria without specifying member data. Market research was not conducted for other products/services as this requirement is merely an addon to an existing IS platform by the same publisher/provider. Services Required: The Contractor shall provide 10 users unlimited use, Licensing Agreement to access and use evidence-based clinical appropriateness imaging criteria and associated tools. The Contractor shall include unlimited Government use of the criteria in electronic format as part of the license agreement. Included in the license agreement, the Contractor shall provide all product support such as application/software updates, patches and upgrades, report generation, and clinical and technical help desk response and resolution. Updates to the electronic version of the criteria or associated applications including clinical revisions, technical enhancements, system patches, and version upgrades shall be included in the license agreement. The Contractor shall provide access, view, use, and download of the following criteria and associated applications and tools as part of the licensing agreement: InterQual Imaging Criteria InterQual Anonymous Cloud InterRater Reliability Standard Testing Tool Implementation End User Training Services up to 15 Participants The estimated cost of these service for the base plus four 12-month options is less than $250,000.00 See attached PWS for details. However, interested parties may identify their interest and capability to respond to this requirement and may submit a bid, proposal, or quotation (as appropriate) that the agency shall consider within the given closing/due date of this notice. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Information received will normally be considered solely for determining whether to conduct a competitive procurement. The Department of Veterans Affairs will NOT be responsible for any costs incurred by interested parties in responding to this notice of intent. Only written responses will be considered. All responses from responsible sources will be fully considered. As a result of analyzing responses to this notice of intent, the Government shall determine if a solicitation will be issued. Any prospective contractor must be registered in the System for Award Management (SAM) to be eligible for award and must submit a current authorized distributor letter from the manufacturer. All interested parties shall submit clear and convincing documentation demonstrating their capabilities to satisfy the requirements listed above to Sascha Hertslet, contracting officer, by email at sascha.hertslet@va.gov NO LATER THAN the given closing date and time on this notice. The capability documentation should include general information and technical background describing in detail the prospective contractor's capabilities like an authorized distributor/reseller letter from their source of supply if not a manufacturer that will demonstrate the ability to support this requirement.
