- The National Telecommunications and Information Administration�s (NTIA) Internet for All program promotes innovation and economic growth by supporting efforts to expand broadband access and meaningful use across America. BroadbandUSA serves local and state governments, industry and nonprofits that seek to expand broadband connectivity and promote digital inclusion. Internet for All�s services are driven by the needs and interests of state and local broadband leaders, and focus on supporting planning efforts, helping to identify funding, and advising on local broadband program. Internet for All also convenes regional workshops that bring local stakeholders together and provides solution-neutral guides and tools. These efforts equip state and local leaders with information to make key decisions, guidance on how to use broadband to meet their needs to advance their overarching goals such as economic development, job creation, educational outcomes, health care delivery and public safety. NTIA has identified the need to acquire speed test data for comparison with other data sets, to meet the objectives outlined in Section II. The data must meet the following key requirements: (i) wireline and wireless speed test data; (ii) including all 50 states, the District of Columbia, and U.S Territories;; (iii) include standard measurement details, such as key indicators to measure network performance and location, details about the test, and information about signal and device (iv) exclude Personally Identifiable Information (PII); (v) NTIA must have the ability to access and ingest the raw underlying data into our systems; and (iv) vendor must adequately document their data collection methodology. �Any additional data or analysis tools that can be provided should be listed with any subsequent cost but are not required.� During the base period, the vendor shall provide pricing for a perpetual license for speed test data as of July 2023.
