Revision 1: Announcement Amended� CLARIFICATION: �THIS PROCUREMENT OF BASIC LIFE SUPPORT SERVICES IS NOT REQUESTING OR REQUIRING NEW CONSTRUCTION SERVICES OR SUPPLIES. �TO SATISFY THIS REQUIREMENT, THE VENDOR MUST HAVE AN EXISTING INFRASTRUCTURE TO PROVIDE PROTECTIVE/SECURITY SERVICES, EVACUATION CAPABILITY, MEDICAL ASSISTANCE/SERVICES, LODGING/ACCOMMODATIONS, AND MEALS/BEVERAGES, AS FURTHER DEFINED IN THE DESCRIPTION BELOW. Description(s): The procurement of the open market item, Basic Life Support Services, is anticipated to be awarded under a General Services Administration (GSA) Multiple Award Schedule (MAS). The Naval Air Systems Command (NAVAIR) Program Executive Office, Unmanned Aviation and Strike Weapons, PEO (U&W) Department (AIR 2.4.3.2), Patuxent River, Maryland, intends to procure Basic Life Support Services (BLSS) for V-BAT �128� Unmanned Aircraft System (UAS) equipment related services for the Navy and Marine Corps Small Tactical Unmanned Aircraft Systems (STUAS) Program Office (PMA-263) in support of the Republic of Iraq, an international partner, under Building Partnership Capacity (BPC) Case QY-P-SAA. These BLS services support efforts in a combat and Overseas Contingency Operations (OCO) capacity. It is NAVAIR�s intention to issue a sole source task order to Atlantic Diving Supply, Inc. (ADS) under ADS�s GSA MAS for training and Field Services Representative (FSR) in support of the V-BAT �128� UAS equipment procured by the Republic of Iraq. Due to the place of performance being in the Republic of Iraq, inherently BLSS is a required ancillary service for the individuals (estimated at five (5) personnel) performing the training and FSR services. The estimated period of performance of the BLSS requirement is approximately eight (8) months, from 01 January 2024 to 31 August 2024, however, the exact date is subject to change. NAVAIR PMA-263 defines BLSS as protective services provided when the place of performance is identified as a �high risk location� by the U.S. Department of State, thus requiring enhanced security measures due to the significant risk of terrorism, armed conflict, civil unrest, etc. The enhanced security measures are required to help protect personnel during deployment in order to preserve operational effectiveness and contribute to mission success. These BLS services will be in direct support of the training instructors and FSR personnel. BLSS will include, but is not limited to, security and evacuation capability, secure transportation, medical assistance/services, lodging, and meals and beverages. Security and Evacuation Capability include, but are not limited to: Develop an in-country and off-site evacuation plan Provide evacuation routes and nearest exists to the contractor personnel Execute evacuation plan if required through secure transportation as detailed above Secure Transportation Provide a security team or force with an English speaking team leader to ensure safe and secure transportation of contractor personnel outside of the continental United States (OCONUS) to include multiple off-site locations within the Republic of Iraq during the performance of this task order. The security team will include but are not limited to: A tactical or evasive driver Armed guards Armored vehicle must be protection level B6, no older than 5 years old at contract start, to include fuel, vehicle tracking, Very High Frequency (VHF) vehicle fit, trauma medical kit, full running gear, and full servicing Transportation at least 12 hours a day/ 7 days a week Emergencies: Provide emergency roadside assistance for disabled vehicles located outside the boundary of the compound. In the event of an accident or a breakdown, vehicles must be mobile within two hours of occurrence. In no situation will customers (i.e. contractor training and FSR personnel) have more than two hours on roadside during any accident/breakdown incident. Medical assistance/services include but are not limited to: First aid Combat Medic personnel to be available at least 12 hours/ 7 days a week Clinic shall include, but is not limited to: HVAC Furniture Examination table and chairs Fridge All medical equipment (to include Automated External Defibrillator, oxygen, stretcher and pharmaceutical) Lodging/accommodations include, but are not limited to: Lodging (containerized housing or comparable living quarters) Lodging could be a hotel or some other vendor owned structure, but requirements are subject to change as the security of the environment evolves. Security walls (i.e., T-Walls, barriers, or barricades) Furnishings (beds, bedding, desks, wardrobes, TV, refrigeration) Internet service Recreation facilities Lounge space Office/conference room space Storage space HVAC/Electricity/generator services Shower and latrine facilities Laundry services or facilities Medical and medical evacuation services Food, potable water Sanitation and waste water removal Cleaning and trash collection Additional security requirements at the compound location include, but are not limited to: Armed Perimeter Security Overwatch Entry Control Point Guarding Access Control and Screening Roving patrols and Incident Response Closed-Circuit Television (CCTV) Special qualifications The prime contractor and Tier-1 subcontractors (if receiving an award from the prime for an amount in excess of $50,000) shall be registered for installation access in the US Government Information Technology (IT) Joint Contingency and Expeditionary Services (JCXS) system containing the Joint Contingency Contracting System (JCCS) module. This registration shall be maintained throughout the performance of the contract. Compliance with DFARS 252.204-7018 Prohibition on the Acquisition of Covered Defense Telecommunications Equipment or Services Compliance with DFARS 252.204-7012 Safeguarding Covered Defense Information and Cyber Incident Reporting Compliance with DODI 3020.41, Operational Contract Support Compliance with Class Deviation 2017-O0004 (15 September 2017) Contractor Personnel Performing in the USCENTCOM Area of Responsibility (AOR) Compliance with DFARS 252.225-7039 Defense Contractors Performing Private Security Functions Outside the United States. Compliance with DFARS 252.225-7040, Contractor Personnel Supporting U.S. Armed Forces Deployed Outside the United States Compliance with DFARS 252.225-7043, Antiterrorism/Force Protection Policy for Defense Contractors Outside the United States Compliance with DoDI 3020.50 Compliance with all supplemental United States Central Command USCENTCOM guidance and regulations As such, BLSS is a critical component of the successful execution of training and FSR in support of the V-BAT �128� UAS. Since ADS�s schedule currently does not include BLSS, this ancillary service must be procured as an open market item in accordance with FAR 8.402(f). In accordance with FAR 8.402(f)(1), this Presolicitation synopsis hereby satisfies the acquisition regulation of publicizing open market items that will be included on a firm-fixed price task order issued off a Federal Supply Schedule; GSA MAS. Disclaimer THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested parties, however, may identify their interest and capability by responding to the requirement. The Government will consider all information received prior to the closing date of this synopsis. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete the proposed contract action based upon responses to this notice is solely within the discretion of the Government.
