This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This is a total small business set-aside for the socioeconomic program Women-Owned Small Business (WOSB). The North American Industry Classification System (NAICS) Code for this requirement is 541690 � Other Scientific and Technical Consulting Services with a size standard of $19,000,000, and Product Service Code R428 Support�Professional: Industrial Hygienics. This document incorporates provisions and clauses that are in effect through the Federal Acquisition Circular (FAC) 2023-04. This is a RFQ for a Industrial Hygiene Surveys at twenty (20) MO ARNG Maintenance Facilities FMS #1, FMS #2, FMS #3, FMS #4, FMS #5, FMS #6, FMS #7, FMS #8, FMS #10, FMS #11, FMS #12, FMS #13, FMS #14, FMS #15, CSMS, USPFO WHSE, AASF #1, AASF #2, LAASF and AVCRAD / AAFA. Please see Performance Work Statement (PWS) for the requirement details. The Government intends to award one Firm-Fixed Price Contract. DESCRIPTION OF REQUIREMENTS: This is a non-personal services requirement that will anticipate, recognize, and evaluate potential health hazards associated with processes performed at Army National Guard (ARNG) facilities. Contractor shall be required to provide sound recommendations for hazard control. �The surveys shall serve as a baseline of workplace conditions or provide an update for a previously conducted survey. The purpose of a survey is to document a worker�s history of exposures for both civilian and military employees. The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, quality control, and other items necessary to perform IH Surveys for more the specified locations as defined in the Performance Work Statement, except as specified in Part 3 of the PWS as Government Furnished Property and Materials. The contractor shall perform to the standards in this contract. The RIHS has a requirement to anticipate, recognize, and evaluate potential health hazards associated with processes performed at National Guard (NG) working facilities and to provide sound recommendations for hazard control. �The surveys will serve to establish a baseline of workplace conditions or update a previous baseline so that a worker�s history of exposures is provided for both civilian and military employees (Army Regulation (AR) 385-10 The Army Safety Program). See the Performance Work Statement (PWS) for detailed description of services. CONTRACT TYPE: This solicitation is a request for Quote (RFQ) that will result in the award of a firm fixed priced (FFP) contract solicited under FAR PART 13.5. CONTRACT PERIOD OF PERFORMANCE: The period of performance for this requirement is one Base Year of twelve (12) months with four (4) option years plus the option to extend services in accordance with the clause at FAR 52.217-8. Evaluation Criteria: The Government will award a contract resulting from this combined synopsis/solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the government utilizing price and other factors. Quotes will be evaluated using three evaluation factors: Technical, Past Performance, and Price. Refer to 52.212-2 Evaluation-Commercial Items on pages 17-21 of this document for details.
