Summary Federal Contract Opportunity for Direct Lease Property Management DR-4715-GU 70FBR923Q00000038. The NAICS Category is 531110 � Lessors of Residential Buildings and Dwellings. The PSC Category is Z1FZ � Lease/Rental of Other Residential Buildings. Posted on August 24, 2023. Quotes are due by September 8, 2023, no later than 1:00 PM Chamorro Standard Time. Posted by the Federal Emergency Management Agency (DHS). The work will be performed at the territory of Guam. This is a 100% Small Business set-aside. The small business size is $30M. The Department of Homeland Security (DHS) Federal Emergency Management Agency (FEMA) has a requirement for Direct Lease Contractors / Property Managers (PM), Housing Solutions Vendors and/or Property Owners (PO). The FEMA Direct Lease program is a housing assistance program to lease furnished turnkey properties for the purpose of providing temporary housing to eligible applicants who are displaced due to Typhoon Mawar, under the presidentially declared major disaster designated as FEMA-DR-4715-GU. FEMA may utilize these units for eligible applicants who are unable to use rental assistance due to lack of available resources. The Contractor shall identify multiple potential direct lease properties that are under their management and close to the damaged dwellings and located within reasonable commuting distance to community and wraparound services, such as accessible public transportation, schools, fire and emergency services, grocery stores, etc., so not to place an undue hardship on the applicants. The Guam villages are listed in the Direct Lease Performance Work Statement (PWS) associated with this requirement. In accordance with the Federal Acquisition Regulation (FAR) 12.6 and 13.5, the Government intends on awarding multiple Blanket Purchase Agreements (BPAs) because of this combined synopsis / solicitation. Actual BPAs Orders (BPA Calls) under each BPA will be issued on a Firm-Fixed-Price basis. The Government is obligated only to the extent of authorized purchases made under the BPA. Funding shall be provided at the BPA Call order level.
