Amendment 0002 (08/24/2023): The purpose of this solicitation amendment, 36C25623R0120 0002, is to extend closing date from Sep 05, 2023 to Sep 11, 2023 by 12:00PM (CST) and to include the following documents as addendums to this solicitation (located under the attachments section): � A0002_Attachment A_s 598-23-504 Site Visit Attendance Sheet A0002_Attachment B_Basis for Award Evaluation Factors A0002_Attachment C_RFIs 36C25623R0120 A0002_Attachment D_Red Atrium Barriers A0002_Attachment E_EMR Form No other changes have been made via this amendment. ****************************************************************************************************************************************************** 36C25623R0120 DESCRIPTION The Department of Veterans Affairs, Network Contracting Office 16 (NCO 16) on the John L. McClellan (JLM) Memorial Veterans Hospital campus located at 4300 W. Seventh Street, Little Rock, AR 72205-5484 has issued a Solicitation Notice to Repair and Paint the Red Atrium (New Main Entry). The Solicitation Number for this project is 36C25623R0120. The Contractor must furnish all management, supervision, labor, material, equipment, tools, supplies, parts, and related services in accordance with the Statement of Work (SOW), Drawings, Specifications and the SOLICITATION, OFFER, AND AWARD documents to repair/prep the ceiling and walls, prime and paint approximately 8000 square feet of wall and ceiling space in the area otherwise known as the Red Atrium or JLM New Main Entry, all in accordance with the RFP documents that will accommodate the solicitation. This is an active medical facility that will require the contractor in concert with VA representative to mitigate the construction impact on veterans, patients, and medical employees during the construction process. This construction project will be awarded as a single firm-fixed price contract specifying work in support of real property maintenance, repair, alteration, and new construction. 30-calendar days have been estimated as the performance period. Every effort should be made to comply with the projected completion period and to stay within their proposed price. Abbreviated SOW: Contractor shall furnish all parts, tools, materials, management, labor, supervision, transportation, equipment, and materials to provide a onetime service of painting and wall repair of approximately 8000 square feet. The exact square footage is to be determined by the contractor. Contractor is to comply with 29 CFR 1926, 29 CFR 1910, ASSE A10.34, and all applicable federal, state, and local laws, ordinances, criteria, rules, and regulations. Submit matters of interpretation of standards to COR/CO for resolution before starting work. Where the requirements of this specification, applicable laws, criteria, ordinances, regulations, and referenced documents vary, the most stringent requirements govern except with specific approval and acceptance by the Contracting Officer Representative. The dollar magnitude for this project is between $100,000 and $250,000. The NAICS is 238320 applies and size standard is $19.0 Million. This acquisition is 100% set-aside for Service-Disabled Veteran Owned Small Business (SDVOSB). All respondents must be registered in the System for Award Management (SAM) database and have a Unique Entity Identifier (EUI) number to download documents. Offerors must also complete online Representations and Certifications at (http://www.sam.gov), along with Vets 4212 at https://www.dol.gov/agencies/vets/programs/vets4212 in order to submit offers and be eligible for award. All offerors must be listed as verified with the Small Business Administration, available in Veteran Small Business Certification (VetCert) at Veteran Small Business Certification (sba.gov). Offerors are responsible for obtaining solicitation from vendor portal and acknowledging all amendments to the solicitation. Amendments to the solicitation may be electronically sent or posted at the vendor portal website. You must register as Interested Vendor at the government portal sam.gov website for solicitation. In order to receive e-mail notification of amendments, you must register in sam.gov; to receive notification for amendments. Amendments to this solicitation will not be mailed but will be posted at the government portal (sam.gov) website. No other notification of amendments will be provided. Potential Offerors are advised that they are responsible for obtaining and acknowledging any amendments to the solicitation. Telephone requests will NOT be accepted. A site visit will be conducted on August 15, 2023, at 2PM CST. Only one Site Visit will be conducted and no requests for additional Site Visits or make-up Site Visits will be granted. Anticipated closing date for proposals are on or about September 05, 2023, at 3PM CST. There will be no public bid opening. All Offerors must ensure that their firms can provide both 100% Performance and Payment Bonds. In addition, the Offerors will be required to submit a bid guarantee with their proposal. The proposals will be evaluated, and an award made utilizing Best Value, Trade-Off method per FAR Part 15. Offerors are advised award may be made without discussion.
