SECTION A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS Solicitation Number: 36C24223Q1145 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, in conjunction with FAR Part 13, Simplified Acquisition Procedures as supplemental with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This requirement will be evaluated using the comparative evaluation process outlined in FAR 13.106-2 (b)(3), where quotations will be compared to one another to determine which provides the best benefit to the Government. The combined synopsis/solicitation number is 36C24223Q1145. It is issued as a Request for Quote. The Government anticipates awarding one firm-fixed price purchase order resulting from this solicitation. This is a BRAND NAME ONLY, EXACT PRODUCT requirement. Requested units are limited to brand and manufacturer number (as specified in the line items) to prevent compatibility issues with existing VA owned components. Quote evaluations will be based on Best Value Criteria, in accordance with FAR 52.212-2, and utilizing the evaluation factors of 1.) Price, 2.) Technical Specs, and 3.) Delivery Schedule. Quotes submitted for like items or brands will be dismissed without discussion. This procurement is limited to new equipment only. Used, gray, refurbished or aftermarket equipment will not be considered for this requirement. The Veterans Health Administration prohibits the use of gray/ aftermarket items in their Medical Centers. Gray/ aftermarket items are items outside of the original equipment manufacturer's intended distribution channels. Quotes for other than new, will be deemed non-compliant and will be removed from the competitive range without discussion. Quotes shall be Firm Fixed Price (FFP) and submitted for total requirement; variations/partials will be deemed non-compliant and removed from the competitive range without discussion. This solicitation document incorporates provisions and clauses that are in effect through Federal Acquisition Circular (FAC) 2023-04 (eff. 06/02/2023) and VAAR Update 2008-36 (eff. 03/22/2023). This requirement is issued Total SDVOSB/VOSB Business Set-Aside. The North American Industry Classification system number is 339112 with a size standard in number 1,000 Employees, PSC 6515. Place of Performance: Department of Veterans Affairs, Syracuse VA Medical Center, 800 Irving Avenue, Syracuse, NY, 13210-2716. Delivery Schedule/Installation: All equipment shall be delivered by, and installation completed by 60 days from the date of award. Intended use: TPX s handpiece coating is tolerable to SPD processing. The device is built to be temporarily submerged during cleaning, prior to sterilization. Coated cable A low-friction coating is designed to reduce catching on surgical fabric and drapes while minimizing the collection of dust and debris. This equipment will be utilized in podiatry, ENT, dental, and revisions. Multiple services are covered by purchasing this equipment. End item application: Stryker TPX because only Stryker offers the technology, reliability, safety, and utilization for maximum patient care. Stryker is the only manufacturer capable of providing the equipment described above without the Veteran s Health Administration experiencing unacceptable delays in fulfilling the requirements. Stryker TPX provides unique differentiating features, essential to the facility, that cannot be found or duplicated in any other products on the market. Syracuse VA has existing Stryker powered surgical systems and components which are compatible with the requested system and will reduce the need to purchase redundant equipment. As an existing Stryker powered instruments user, the training needed to bring Syracuse VAs surgical teams to full competency is lengthy and would cost additional funds to switch to another brand. Stryker is the only vendor that can provide use of both the TPX and Neurosurgical equipment on one Core Console simultaneously. By utilizing both TPX and Neurosurgical equipment we will utilize one vendor to achieve surgeon preference, blade ordering and service which will streamline all processes. Submissions shall include any exception(s) and rationale for the exception(s). Quotes received without this statement will be assumed to infer those terms and conditions are acceptable without modification, deletion, or addition. Submissions shall be received NO LATER THAN 5:00 PM EST Thursday, August 31st, 2023. Late submissions shall be treated in accordance with the solicitation provision at FAR 52.212-1(f).
