Description
The US Army Corps of Engineers, Engineer Research and Development Center (ERDC) intends to negotiate on a sole source basis (IAW FAR 13.106-1) with Habitat Research LLC, 719 Laurel Ave, Wilmette, Illinois 60091-2815, for the Advance Remote Sensing Techniques to Quantify Performance, Resilience, and Recovery of Under-studied Wetlands.� The focus of the USACE Civil Works ecosystem restoration and natural resources management missions are maintaining, restoring, and maximizing beneficial ecological processes that support sustainable, resilient, and healthy wetland systems. The minimum needs for this service contract are for the contractor to access and provide expert knowledge of isolated ephemeral and forested wetlands within the Chicago Region, understand how to relate ground plant survey data to geospatial tools, demonstrate publication success in restoration, wetland science, habitat management, and have a PhD in Biology, Ecology, or Wetland Science. This sole source contract is an opportunity for the ERDC to build upon prior year systems and improve a current study plan for viable understudied sites for field efforts for remote sensing applications for wetland structure and function evaluations.� Conduct field data survey collections in situ data on wetland conditions, including structural and functional parameters.� Assist USACE/ERDC researchers in authoring a scientific manuscript documenting findings, including key metrics, indices, and their interpretation. The intended procurement will be classified under North American Industry Classification System (NAICS) 813312 - Environment, Conservation and Wildlife Organizations with a Small Business Size Standard of $19.5 million.� This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement.� However, parties interested in responding to this notice shall submit technical data, including price, sufficient to determine capability in providing the same or similar product.� All capability statements received by the closing date of the publication of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Capability statements shall be submitted only by e-mail as a Microsoft Office Word, Microsoft Office Excel, or Adobe PDF attachment to Shinita.M.Jordan@usace.army.mil and sonia.j.boyd@usace.army.mil.
