Description
The National Oceanic and Atmospheric Administration (NOAA), National Ocean Service (NOS) and Center for Operational Oceanographic Products and Services (CO-OPS) has a requirement for ten (10) RBRduet� T.D|wave16 compact dual channel temperature and depth wave recorders as replacement/spare parts for use in the development of wave measurements at water level stations, in accordance with the Sole Source Justification and Statement of Need. RBR Ltd. �is the sole provider of the required systems. The statutory authority for other than full and open competition is FAR 13.106-1(b)(1)(i), Only one responsible source. Sole Source Justification: The selected low cost, compact, lightweight, versatile temperature & depth loggers for wave and tide measurements are only available from one manufacturer, RBR. This sensor selection is based on extensive CO-OPS market research, which revealed that there are no other known manufacturers offering a similar sensor, and no other source is available at this time. The RBRduet� T.D|wave16 compact dual channel temperature and depth wave recorder will be used in testing and evaluation of integrated water level and wave height measurements at existing National Water Level Observation Network (NWLON) and Physical Oceanographic Real-Time System (PORTS) observatories. The resulting data is critical for quantifying water level and wave height measurements at coastal observatories, and the sensor selection is based on field experience using this sensor, expert advice received from by research partners, and key features unique to the RBR sensor that include small size, internal logging capability, powered by AA batteries, wave burst sampling at 16 Hz, the and the sensor�s capability to provide processed wave and tide parameters that will help with ensuring accurate, reliable, and fast response data. CO-OPS will integrate the RBR sensors with ongoing wave measurement development and testing activities in support of operational installations and follow-on provisional testing with the potential of transitioning these systems to full operational use and NWLON and PORTS observing systems. The RBR's compact design allows for easy integration into existing infrastructure without the need for extensive modifications or redesign of the surrounding environment. This is particularly important at existing NWLON and PORTS observatories, where space is limited, and where altering the infrastructure would be time-consuming and expensive. By avoiding the need for major changes to accommodate a larger sensor or sensors, costs associated with construction, installation, and downtime will be significantly reduced. The RBRduet� T.D|wave16 compact dual channel temperature and depth wave recorders provide the best value to the government at this time. The North American Industry Classification Code (NAICS) for this acquisition is 334511, Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing with a business size standard of 1,350 employees. This is not a solicitation for competitive quotes, nor will one be posted on the Contract Opportunities website. The determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government.� However, if any interested party believes that it is capable of meeting the requirements, and in an effort to comply with the requirements outlined in FAR 5.102, a firm may request an electronic copy of the solicitation from the Contract Specialist, Alexyss Ermert, Alexyss.Ermert@noaa.gov, should a solicitation be issued. All electronic correspondence shall have the subject line read:� Announcement Number: NC-NT1000-23-01111 Tide Wave Sensor. All responsible sources may submit a Capability Statement and/or a quote in accordance with the solicitation, which shall be considered by the agency if received on or before 12:00 PM EST on September 8, 2023.� The Capability Statement must contain material in sufficient detail to allow NOAA to determine if the party can meet all of the requirements. The Government gives price preference to US manufactured products. All contractors doing business with this Contracting Office (Eastern Acquisition Division � Kansas City) must be registered with a valid Unique Entity Identification (UEI) number with the System for Award Management (SAM) website.
