Description

The U.S. Army Contracting Command � Aberdeen Proving Ground (ACC-APG), Natick Division in support of the U.S. Army Combat Capabilities Development Command � Soldier Center (DEVCOM-SC) intends to award a Firm Fixed Price contract on a sole source basis to COSMED USA INC, located at 1850 Bates Avenue, Concord, California 94520-1240, under the authority as prescribed in 10 U.S.C. 3204(a)(1) as implemented by FAR Part 6.302-1 -- Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. COSMED USA INC is the only vendor that can provide K5 Wearable Metabolic Technology Kits, Quark RMR OMNIA CPETs, and the TrackMaster-TMX428 CP Gold Standard Treadmill System. DEVCOM-SC has over 15 years of research conducted on COSMED systems and software, with 3 years specifically on the K5 and 10 years on CPET systems. In order to expand upon, compare, and/or correlate to any previous research conducted on Soldier performance, it is imperative that the data collected is cross comparable using the same methods of collection and analysis (software) for cross comparisons within programs/protocols. Additionally, the K5 is the only known wearable metabolic technology kit with long range Bluetooth capabilities. The North American Industry Classification System (NAICS) for this requirement is 334510 and the size standard is 1,250 employees. THIS IS NOT A REQUEST FOR PROPOSALS.
