- RFQ 75N97023Q00080 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This procurement is being conducted under Simplified Acquisition Procedures in accordance with FAR Part 13.5. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This Solicitation is full and open competition. The associated North American Industrial Classification System (NAICS) code for this procurement is 493190 - Other Warehousing and Storage with a business size standard of $36.5 Million. The FSC/PSC is R499. DESCRIPTION: It is the intent of the National Library of Medicine (NLM) to procure Offsite archival collections storage and collection access services for the Archives and Modern Manuscripts program, History of Medicine Division. The selected contractor shall furnish collections storage space for a variety of personal papers and archival collections generally dating between 1850-present. These materials are considered unique cultural heritage-class collections regardless of the age or nature of their intellectual contents. The collections are stored and organized generally in archival-grade boxes in a variety of sizes including 1.25 cubic foot storage boxes, manuscript cases, and oversize flat boxes, but many other sizes and types are present. Please see attached Statement of Work (SOW) for details. It is contemplated that a single-award Firm Fixed Price (FFP) contract will be awarded as the result of this notice. The contractor shall provide pricing for Offsite Archival Collection Storage and Collection Access Services as described in the Statement of Work for a five-month base period plus three one-year options. Line Item Period of Performance Unit Price 1 Base Year Period: 09/08/2023 to 02/07/2024 5 Months 2 Option Year One: 02/08/2024 to 02/07/2025 Year 3 Option Year Two: 02/08/2025 to 02/07/2026 Year 4 Option Year Three: 02/08/2026 to 02/07/2027 Year QUESTIONS: Submit questions to the Contract Specialist in writing, via email to Delfo Sacomizhquiri at delfo.sacomizhquiri@nih.gov on or before 1:00 PM EST, August 28, 2023. Telephonic (verbal) questions Will Not be addressed. All responses to questions which may affect offers, will be incorporated into a written amendment to the Request for Quote. DUE DATE: All offers shall be submitted by 4:00 PM EST, August 31, 2023. The proposal must be signed by an official authorized to bind your organization and must stipulate that it is predicated upon all the terms and conditions of this RFQ. a. Proposals must be submitted via the electronic Contract Proposal Submission (eCPS) website at https://ecps.nih.gov. b. Proposals may also be submitted to delfo.sacomizhquiri@nih.gov. c. Follow the �How to Submit an Electronic Proposal� instructions provided on the eCPS website at: https://ecps.nih.gov/HowToSubmit. Please note that creating an account to submit may take up to three (3) business days. Please apply for a new account early to allow enough time for the registration process. d. Offerors are solely responsible for submitting proposals and any modifications or revisions so as to reach the Government office designated above by the date and time specified in the solicitation. If your proposal is not received by the date and time specified in the solicitation, it will be considered a �late proposal,� in accordance with FAR Clause 52.215-1 Instructions to Offerors � Competitive Acquisition. e. Create one PDF file of your Proposal, including all attachments. The Proposal should be created in a PDF format that enables word searches to the maximum extent practicable. Forms and/or documents requiring signature(s) may be scanned, but must be merged into the Proposal PDF file. BASIS FOR AWARD The Government will award a firm fixed priced contract to the responsible quoter whose quote, conforming to the requirements in this Request for Quote (RFQ), is the most advantageous to the Government taking into consideration Technical and Cost/Price. Although technical factors are of paramount consideration in the award, cost/price is also important to the overall award decision. All evaluation factors other than cost or price, when combined, are significantly more important than cost or price. EVALUATION FACTORS 1. Technical Factors a. Unshared shelving units (no multi-tenancy) b. HVAC controlled environment with temperature of 70� Fahrenheit (� 5� variance) and relative humidity 40% RH (� 5% variance) in a 24-hour period c. Secured from access by the general public. d. Unlimited access to storage space by NLM staff for self-service deposit and retrieval 2. Cost/Price The Government reserves the right to make an award to the best value of the Government and may perform comparative evaluations of quotes per FAR 13.106-2. The NLM reserves the right to make a single award, multiple awards, or no award at all as a result of this RFQ. In addition, the RFQ may be amended or cancelled as necessary to meet NLM's requirement. This notice incorporates provisions and clauses in effect through Federal Acquisition Circular (FAC) 2023-04 effective June 2, 2023, and Health and Human Services Acquisition Regulation (HHSAR) effective date February 2, 2022. FAR Clause 52.217-8, Option to Extend Services (Nov 1999). The Contracting Officer may exercise the option by written notice to the Contractor within 30 calendar days FAR Clause 52.217-9 Option to Extend the Term of the Contract (Mar 2000). The Contracting Officer may exercise the option by written notice to the Contractor within 60 calendar days. This solicitation incorporates one or more solicitation provisions by reference, with the same force and effect as if they were given in full text. The offeror is cautioned that the listed provisions may include blocks that must be completed by the offeror and submitted with its proposal. In lieu of submitting the full text provisions, the offeror may identify the provision by paragraph identifier and provide the appropriate information with its proposal. Attachments 1.
