Description
This is a Notice of Intent to Sole Source announcement only. This is not a request for formal proposals or quotes. Any responses to this announcement will be treated as information only. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of contractor submission of responses to this announcement or the Government use of such information. Purpose and Objectives: VISN 10, Network Contracting Office (NCO) 10, is issuing a notice of intent to pursue a non-competitive procurement with Navarre Corporation (Navarre), for Paratransit Transportation Services for Veterans Indiana Healthcare System (VA IHS). Based on market research, Navarre is the only responsible source available immediately to provide services in accordance with FAR 13.106-1(b)(2), and the anticipated contract action is hereby publicized in accordance with FAR 5.101 and 5.203. The purpose of this notification is to communicate the Government s intent to solicit and award a non-competitive procurement for Paratransit Transportation Services for VA IHS. THIS IS NOT A REQUEST FOR TECHNICAL OR COST PROPOSALS OR QUOTES. VA IHS requires a six (6) month base period with two (2), three (3) month options. This procurement will be a Firm Fixed Price, Indefinite Delivery Indefinite Quantity (IDIQ) contract with Navarre Corporation, to provide the paratransit/special needs transportation services described herein. NAICS code is 485991 Special Needs Transportation Size Standard is $19.0 Million. Product Service Code is V212 Transportation/Travel/Relocation Travel/Lodging/Recruitment: Motor Passenger This non-competitive award is implemented by FAR 13.106-1(b)(2), as it is the only contractor that meets the capability requirements as listed in the Performance Work Statement (PWS) and is available immediately. The Government intends to procure this sole source requirement under FAR Parts 12, 13, and 16. VA IHS requires the services of a contractor that is immediately available and meets all the capability requirements of the PWS for an effective date of 9/9/2023 without any delays. VA IHS requires the contractor to be familiar with the medical center, needs of the patients being transported, have VetRide software, an established management approach, established storage facilities, all necessary trained and certified labor, required minimum number of vehicles, and other required resources to perform services. Paratransit transportation services are critical to the medical center s timely service in delivering direct patient care. Contracted services are required. The Government does not have a fleet of vehicles or appropriately trained personnel to provide paratransit/special needs transportation services for such a large geographical catchment area. Disrupting the transportation of Veterans who rely on this assistance would be detrimental to their health, wellbeing, and safety. A break, stoppage, or delay in services is unacceptable. Veteran patients with mobility issues obtain stable medical appointment transportation through VA IHS. Currently, Navarre is the only contractor providing paratransit/special mode transportation services for VA IHS and its geographical catchment area. Switching contractors for this requirement will cause a delay in services which could cause significant harm to patients. These delays would include additional start-up costs and time to become familiar with the medical centers processes and routes, obtain the total number of required vehicles, obtain trained and certified personnel. All of which would increase the overall contract cost for such a short performance period. Contractors are required to be available and meet all capability requirements to start performing services without delays on 9/9/2023. The risks associated with awarding this contract to other than the incumbent is prohibitive. Paratransit/special needs transportation services span the state of Indiana, as well as any neighboring states that require transport of a patient enrolled in VA IHS and its geographical catchment area. The contractor is required to be immediately available with VetRide software, have required minimum number of vehicles, and trained/certified staff for the geographical coverage area beginning 9/9/2023. Navarre meets all capability requirements as listed in the PWS and is immediately available to provide continued services for a 6-month base period with 2, 3-month options to extend services. THIS NOTICE OF INTENT TO SOLE SOURCE IS NOT A REQUEST FOR COMPETITIVE QUOTES. However, all responsible sources may submit a capability statement, which, if received within three (3) calendar days after the date of the publication of this synopsis, will be reviewed and considered as market research for any future procurements. All information received will be considered solely for determining whether to conduct a competitive procurement in the future. A determination by the Government not to compete this requirement based upon responses received as a result of this notice is solely within the discretion of the Government.
