Description

The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis, under the authority of FAR 13.106-1(b) (1), with Microtrac, Inc., 3230 N Susquehanna TRL, York, PA 17406-9716, United States.� The sole source justification is based on the following:� The National Institute of Standards and Technology (NIST), Facility for Adsorbent Characterization and Testing (FACT Lab) aims to serve the sorbent materials research community as an impartial source for testing and characterization of sorbent materials, by establishing reference materials and testing procedures. To establish binary sorption measurement protocols, the FACT Lab currently employs two test instruments, the Belsorp-VC and Belsorp-BG from Microtrac-BEL Corp. Microtrac, Inc. confirmed that there are no known third-party vendors who are certified to provide maintenance services for the Belsorp-VC and Belsorp-BG equipment. Microtrac, Inc. is the manufacturer and sole provider of maintenance, repair parts, and software updates for these instruments.� The instruments are proprietary to the original OEM. Due to the proprietary nature Microtrac, Inc. does not authorize third-party vendors to perform maintenance services.� Only a service technician which has been specially trained by Microtrac, Inc. is certified to perform maintenance services on the Belsorp-VC and Belsorp-BG instruments. Therefore, only Microtrac, Inc. should be considered for this award, as they are the only contractor which can provide technicians which are certified to perform maintenance services on the Belsorp-VC and Belsorp-BG IV instruments. The resulting purchase order will be a Firm Fixed Price purchase order. The NAICS Code is 811210 � Electronic and Precision Equipment Repair and Maintenance with a size standard of $34M employees.� No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, interested parties who regard themselves as capable of fulfilling these requirements are invited to submit responses to the Government for consideration. Responses received by 1:00 pm EST September 4, 2023, will be considered by the Government. Responses must be submitted via email to the Government point of contacts listed below.� A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.�
