Description
This Sources Sought Notice is for informational and planning purposes only and shall not be construed as a solicitation or as an obligation or commitment by the Government. This notice is intended strictly for Market Research. This is a Request for Information only. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The Department of Veterans Affairs Audie L. Murphy VA Hospital Spinal Cord Injury Service in San Antonio, Texas intends to award a brand name or equal contract award for the purchase of NEW HOCOMA LOKOMAT SCIC. The Government is conducting a market survey to help determine the availability and technical capability of qualified service-disabled veteran-owned small businesses, veteran-owned small businesses, small businesses, HUBZone small businesses and/or other large businesses capable of serving the needs identified below. This notice of intent is for open market as well as Federal Supply Schedule items. The purpose of this notice is to gain knowledge of potential qualified sources and their size classification/socioeconomic status (service-disabled veteran owned small business, veteran owned small business, women owned small business, HUB Zone, 8(a), small business or large business, relative to NAICS 811210 with a size standard of $34M. Responses to this notice will be used by the Government to make appropriate acquisition decisions. A solicitation is not currently available. If a solicitation is issued, it will be announced on Federal Business opportunities website http://www.fbo.gov or GSA E-Buy at a later date, and all interested parties must respond to that solicitation announcement separately from the responses to this announcement. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. Scope of Work: Delivery and set up of Robotic locomotion therapy system will be conducted by the contractor at no additional charge to the government. Equipment will be delivered to the San Antonio VA, 7400 Merton Minter St, San Antonio, TX 78229. Vendor will provide on-site setup at the service location indicated by the assigned COR. Delivery will occur during normal business hours M-F from 0800 to 1500. Delivery/installation and all communication will be coordinated with the assigned COR. Offer an extended warranty/service contract with the option to extend a minimum of 8 years after purchase. Please see salient characteristics document. Information System Officer, Information Protection: The contractor will not have access to VA Desktop computers they will not have access to online resources belonging to the government. Privacy Officer: The Contractor will not have access to protected Patient Health Information (PHI) nor will they have capability of accessing patient information during the services provided to the VA and if removal of equipment from the VA is required, any memory storage device will remain in VA control and will not be removed from VA custody. All research data available for Contractor analysis is de-identified. Records Manager: There will not be federal records created, maintained, used or dispositioned with this contract; regardless of format [paper, electronic, etc.] or mode of transmission [e-mail, fax, etc.] Purchase Descriptions: Robotic locomotion therapy system The purchase description should identify the requirement in terms that enable contractors to offer commercial supplies or services. The description should not be restrictive and not be limited to one product peculiar to a manufacturer (e.g., by manufacturer, brand name and Part Number) unless it is essential to the Government s minimum requirement. A purchase description should include the following characteristics based on the requirement to adequately describe the Government s needs: a. Common Nomenclature (commercial description): Robotic locomotion therapy system b. Electrical Data (i.e., 110 v, 60 Hz, 3 Ph, etc.): Main power supply, 230VAC-16A c. Dimensions, size, capacity: Maximum space requirements: 200 x 160 x 100 in. (L x W x H). d. General Specifications: Leg orthoses (gait robot) with electrical drives in knee and hip joints. Orthoses must be at minimum adjustable to patients with femur lengths (Trochanter to knee joint cavity) between 14 to 18 in. Integrated force sensors Flat-belt-treadmill with minimum surface of 50 x 20in Dynamic body weight support system with remote control, providing continuous adjustable weight support (0 to a minimum of 175 lbs. Maximum patient weight capacity of at least 275 lbs. Display/screen for patient feedback e. Functional Specifications: Leg movements guided by motor driven gait orthoses and treadmill Trunk supported by body weight support system Robotic support adjustable to patient s needs using advanced control strategies Active and passive safety mechanisms Manual training mode available f. Augmented Performance Feedback: Functional biofeedback displayed to the patient and adjustable by the therapist Various engaging virtual environments and functional exercises with visual and acoustic real time feedback Different intensity and difficulty levels Training programs g. Assessment Tools: Voluntary muscle force assessment Joint stiffness assessment Range of motion assessment h. Patient Interface: Patient harness and cuff set for adults Handrails, adjustable in height and width Ramp for wheelchair i. User Interface: User software that allows adjustments of the following parameters: walking speed, gait parameters in the hip and knee joints, guidance force, unloading for the weight support system Data recording and export functionality for research use Reporting functionality Touch Screen Seats for therapists
