- The Department of Veterans Affairs Veterans Integrated Service Network (VISN) 9 Network Contracting Office (NCO) 9, on behalf of Robley Rex VA Medical Center, 800 Zorn Ave., Louisville, KY, intends to issue and award a sole source single award Firm-Fixed Price type contract with a performance period of 10/01/2023 09-30-2024 for Blood and Blood Products to the American Red Cross, located at 520 East Chestnut Street, Louisville, KY 40202. The Robley Rex VA Medical Center, Transfusion Medicine Service, has a new requirement for Blood, Blood Products and Immunohematology Reference Laboratories (IRL) testing as needed to support the transfusion needs of the patient population at Robley Rex VAMC. Functions to be performed provide blood and blood products, as needed, per patient requirements: red blood cells, plasma products, platelets, cryoprecipitate, and products with any special attributes as required by patient profiles. Services or Performance required and/or - The Transfusion Medicine Service will need access to an IRL testing facility that specializes in complex serological workups of transfusion patients. Essential physical characteristics The manufacturer, distributor and IRL will need to meet all applicable regulatory requirements and be accredited by all pertinent accrediting bodies that pertain to blood banking and transfusion Medicine (FDA, AAB, CAP, TJC). Through Initial Market Research, it has been determined that only 1 (one) responsible source can provide the required blood and blood products as identified below, because the American Cross is the only blood bank in the Louisville, KY, area that provides this requirement, in accordance with Federal Acquisition Regulation (FAR) 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements. 806.302-5 Authorized or required by statute. (a) Full and open competition need not be provided for when awarding: (2) Contracts for health-care resources negotiated under the authority of 38 U.S.C. 8153, but only when such contracts are with institutions affiliated with VA under 38 U.S.C. 7302, including medical practice groups and other approved entities associated with affiliated institutions (entities will be approved if determined legally to be associated with affiliated institutions), or with blood banks, organ banks, or research centers. The justification and approval requirements of FAR 6.303 and 806.304 do not apply to such contracts or agreements. (38 U.S.C. 8153) VAAR 873.104 Competition requirements. (a) Without regard to FAR Part 6, if the health-care resource required is a commercial service, the use of medical equipment or space, or research, and is to be acquired from an institution affiliated with the Department in accordance with section 7302 of title 38 U.S.C., including medical practice groups and other approved entities associated with affiliated institutions (entities will be approved if determined legally to be associated with affiliated institutions), or from blood banks, organ banks, or research centers, the resource may be acquired on a sole source basis. All responsible sources may identify their interest to meet this requirement to Martha Warren by 4:00 pm (CDT), Tuesday September 12, 2023. Authorization to Perform: Prospective contractors MUST provide an authorization letter from the American Red Cross identifying they are authorized to provide the required blood and blood products. 3. All interested parties shall submit a capabilities statement and other documentation demonstrating clear and convincing capabilities to satisfy the requirement listed above to the CS/CO by email at martha.warren1@va.gov no later than 4:00 pm CDT on Tuesday, September 12, 2023.
