- Description
- In accordance with Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures, the Department of Energy (DOE), National Energy Technical Laboratory (NETL) intends to award a purchase order on a sole source basis to IMPLAN Group LLC for the purchase of NETL�s IMPLAN 2023 National Data Package software renewal for the period of performance 09/13/2023 � 09/12/2024. IMPLAN has an economic impact model that provides county, congressional district, state, regional, and national data and NETL utilizes this software to perform impact assessments. NETL has made a determination that it is necessary to continue to use this software to meet NETL�s needs. A significant amount of resources have previously been expended to integrate this software solution into the NETL environment. Replacing this software with another brand would have broad sweeping consequences with significant costs to NETL including, but not limited to, underlying data structures and infrastructure changes may be needed; migration of data to a new tool/structure would need to be planned and could result in a loss of service and further exploitation; users may need additional training on the new product; technical resources to support the new tool may be required; additional hardware may be needed; and that the decommission of the current product would be costly. This IMPLAN National Data Package software continues to have a useful life at NETL; therefore, renewal of the updated software is required so NETL is ensured continued use of the software and that the software operates in an efficient and effective manner. This is considered a sole source to IMPLAN because to the best of the NETL�s knowledge, based on market research conducted, IMPLAN is the only known source that can offer this specific software. No known potential alternate sources exist which could satisfy NETL's requirement. This notice of intent to sole source/sources sought is not a request for quote/proposal. Any interested party that believes it is capable of meeting the NETL requirement described herein may identify themselves and must provide evidence of their capability to fulfill the requirement being requested by 4:00 PM EDT on September 8, 2023. Responses must be submitted in writing to the purchasing agent, Lora Stumpf, via email at stumpf@netl.doe.gov no later than the time and date noted above. Telephone responses and requests will not be received. A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
