Description
This is a combined synopsis/solicitation for commercial products and commercial services prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Products and Commercial Services, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation document will not be issued. This solicitation is issued as an RFQ. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2023-04, effective 06/02/2023. This solicitation is set-aside for: 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) The associated North American Industrial Classification System (NAICS) code for this procurement is 561210 with a small business size standard of $47.0 Million. The FSC/PSC is R425. The Department of Veterans Affairs, Network Contracting Office 22 is seeking to procure Boiler Technicians. All interested companies shall provide quotations for the following: The Contractor shall provide all labor, materials, supplies, equipment, tools, parts, travel, and qualified personnel to fulfill the tasks outlined within this Statement of Work (SOW). This is a special request to obtain boiler technicians for the West Los Angeles VA Medical Center and VA Sepulveda Campus to operate a high-pressure steam and chiller plants for both campuses. 1. SCOPE OF WORK VAGLAHS requires one (1) boiler technician for the VA West VA Medical Center and three (3) boiler technicians for the VA Sepulveda Campus to operate a high-pressure steam and chiller plant for a base period of 120 days, with two (2) option periods of 120 days. The boiler operator may be assigned to the VA West LA Campus at 11301 Wilshire Blvd., Los Angeles, CA 90073 or the VA Sepulveda Campus at 16111 Plummer Street, North Hills, CA 91343. Service Contract will be for 120 calendar days. 2. SPECIFIC TASKS The boiler technician shall be able to operate high-pressure steam boilers at the Boiler Facilities. The contractor shall be experienced with all aspects of boiler plant operations to run the equipment safely and effectively. Major duties and tasks include, but are not limited to: Operating a high-pressure steam plant that serve a complex of buildings located in a campus-style environment. Possessing the skills and knowledge of all operational phases of utility plant operation. Operating multiple high pressure steam boilers. Boiler Plant duties include, but are not limited to: Starting and stopping boilers along with associated auxiliary equipment. Continuously monitoring boiler operations. Logging hourly boiler readings. Testing and analyzing boiler water to verify water treatment is within acceptable limits. Testing boiler safety devices. Operating emergency generator. Performing preventive maintenance and repair on boilers and associated boiler plant equipment. 3. CONTRACTOR PERSONNEL The contractor shall ensure its personnel have, at a minimum, five-years of relevant experience, technical knowledge, and responsibility and integrity to meet the technical requirements for operating the boiler and chiller plants and associated equipment as outlined in Section 3 above. VAGLAHS boilers are 400 horsepower (HP). The contractor shall ensure it possesses a contingency plan to replace staffing personnel who cannot perform the assigned job duties and tasks. Back up personnel shall be provided at no additional costs for all planned and extended unplanned days off to ensure continuity of plant operations and contractual requirements. The boiler operators shall possess a valid City of Los Angeles, Unlimited Steam Engineer license. (See Statement of Work for further details) The purchase order period of performance is: 08/27/2023 through 12/25/2023. All Invoices from the contractor shall be submitted electronically in accordance with VAAR Clause 852.232-72 Electronic Submission of Payment Requests. All quoters shall submit the following: as described in FAR 52.212-1 addendum. All quotes shall be sent to the Network Contracting Office (NCO) 22 Contract Specialist, Darryl Handberg at Darryl.handberg@va.gov. Award will be based upon a comparative evaluation of quotes in accordance with the Simplified Acquisition Procedures of FAR 13. Comparative evaluation is the side by side pairwise comparison of quotes based on factors resulting in a Contracting Officer decision for the quote most favorable to the Government. This contract/purchase order will consist of a base period of 120 days with the possibility of up to two (2) option periods of 120 days. Contractor s pricing should reflect this. The following are the decision factors: Price and past performance. The award will be made to the response most advantageous to the Government. Responses should contain your best terms, conditions. To facilitate the award process, all quotes must include a statement regarding the terms and conditions herein as follows: ""The terms and conditions in the solicitation are acceptable to be included in the award document without modification, deletion, or addition."" OR ""The terms and conditions in the solicitation are acceptable to be included in the award document with the exception, deletion, or addition of the following:"" Quoters shall list exception(s) and rationale for the exception(s), if any.
