Description
AMENDMENT 0005 issued to provide answers to additional questions submitted by interested contractor. Can the Government provide a copy of the sign-in sheet for the site visit?� Copy of site-visit sign in sheet cannot be provided. Please confirm no termiticide treatment will be required for this facility (all concrete & steel).� Confirmed.� No Termite treatment needed. Please confirm if a vapor barrier is needed beneath the slab on grade.� No vapor barrier required. Since the primary and secondary framing members come �factory-primed� to inhibit corrosion, please clarify/confirm if the columns, girts, and purlins must be painted as noted in the Scope of Work or if the factory primer coat will be sufficient without additional painting.� Per discussions at the site visit it was our understanding the intent of the painting was to simply inhibit corrosion.� It must be painted as noted in the scope of work.� Normally factory primed steel is part of a multicoat system.� We expect the complementary topcoat to be applied as part of the overall paint system chosen. AMENDMENT 0004 issued to provide answers to additional questions submitted by interested contractor. 1. Given the extended lead times for Metal Buildings, can the NTP for the 90 day construction be issued AFTER building shop drawing approval and a delivery schedule has been established by the building manufacturer? Answer:� The period of performance can be adjusted as needed to accommodate any reasonable delays due to design, fabrication, and delivery of materials. 2. Should the wall panels be painted or Galvalume finish?� Typically wall panels, trims, etc. are painted and roof panels are Galvalume finish.� We can get wall panels in Galvalume but need to clarify. Answer:� We would like the panels, trim, etc. and roofing to be pre-painted Galvalume panels. 3. Could the Government please clarify the make/model/type of equipment to be stored under this shelter? Answer:� Various farm equipment that will fit within the stated clearances in the SOW. 4. If our Structural DOR determines that a thinner slab on grade is adequate for the equipment being stored, can the thickness of the slab be reduced if adequate for the intended loading? Answer:� Slab thickness shall be 9� as stated in the SOW 5. Will sealed civil/site design documents be required, or can the COR identify the corners of the building onsite and limit the design to only a sealed structural foundation and metal building shop drawing package? Answer:� PE Stamp is only required on structural items such as foundations and metal building.� 6. Will sealed electrical design documents be required or can we have our electrician lay out and install per the written scope of work? Answer:� Work needs to be performed by a licensed and bonded electrician.� No PE Stamp or Seal required. 7. Will erosion control measures be required? Answer:� Yes.� Erosion prevention and control countermeasures will be required and will be dependent on the means and� methods chosen by the contractor and the timing of the Contractors work schedule. 8. Will any outside agency permitting or inspections be required (i.e. local/state) for this project since it is issued by the USDA (Federal Contracting Agency)? Answer:� No outside agency permitting is required. 9. Who will be responsible for the secondary electrical service coming from the Transformer back to the building (assume Duke Energy or local Primary Electrical Service Provider)? Answer:� The Contractor will need to coordinate this with the electrical provider (Duke Power) in conjunction with USDA so a new service and meter can be set up. AMENDMENT 0003 issued to provide answers to questions submitted by interested contractor and to provide REVISED Statement of Work (SOW). Q1. The building manufacturer's current lead time from design approval to scheduled ship date is 3 months. Has the USDA accounted for this time in your duration schedule? A1. USDA has not accounted for every possible steel building manufacturer's lead time. Include information regarding lead time in your proposal and USDA will consider adjusting the period of performance. Q2. With the length at 90' and have a column every 15' vs going with a column every 30'�you can save around $3,421.00 on the 30' bays on the building cost. Also, the more columns�you have the more piers you will have in the concrete for the columns to rest on. Will the�USDA consider going with columns every 30'? A2.� Columns every 30' is acceptable provided the minimum clearances are still met.� The SOW originally called for column placement to create six ""bays"" with a minimum of 14FT clearance between columns.� If going with 3 ""bays"" minimum clearance between columns would increase to 28FT. AMENDMENT 0002 issued to provide answers to questions submitted by interested contractor. Q1.� Required height? A1.� Final exterior height will be governed by roof pitch and profile selected by the Contractor to meet the clearances listed on Page 4 of the SOW, section entitled �Steel Equipment Shed�. Q2.� How many points of entry? A2.� 6. Q3.� Garage bays/doors? A3.� No doors, but �bays� divided by vertical steel support columns on East side of structure. An example of this style can be seen on Page 9. Note: this example only has 4 bays while the SOW calls for 6, but it is still a good example of overall design: steel columns dividing the area into �bays� with no doors. Q4.� If so, quantity? A4.� 6. Q5.� Should they be positioned on the 90� or the 30� side? A5.� 90� , see Page 4 of the Statement of Work (SOW), section entitled �Steel Equipment Shed�. Q6.� Do they need to be a particular height? A6.� 13�, this, along with other clearances, is listed on Page 4 of the Statement of Work (SOW). Q7.� Standard doors? If so, how many? A7.� No. Q8.� On which side? A8.� No. Q9.� Does the space need to be heated/cooled? A9.� No. Q10.� All one level or any shelving/loft space needed? A10.� No. Q11.� Any plumbing required? In accordance with FAR 36.204, the Disclosure of the magnitude of construction projects, the magnitude of construction is estimated to be between $250,000 and $500,000. Period of performance is 90 days after receipt of the Notice to Proceed to include inspection and punch list.
