Description
The Government requires one (1) 8 feet by 12 feet Plasma Cutting Burn Table Machine and one (1) 10 feet by 22 feet Plasma Cutting Burn Table Machine in accordance with the following specifications that the Contractor shall provide: Quantity one (1) 8 feet by 12 feet Plasma Cutting Burn Table Machine System shall be a plasma cutting burn table. Shall have a cutting area of 8 feet by 12 feet. Shall be constructed from 12 inch by 8 inch steel tube with one half inch (1/2�) thickness. System shall house hardened steel wheels 8 inches in diameter. Shall have a module digitally linked to the Computer Numerical Control �(CNC) for better noise immunity, faster response times, and a lowered number of electrical connections to help reduce potential failure points. Shall have CNC capabilities. Shall have a water aerator system to prevent gas build up while cutting aluminum. Shall have a traverse speed of 600 inches per minute. System shall be a three-phase 480 Volt system. Shall have 15 amperes (amps). Shall have a heat shield. Shall have a heavy duty motorized and non-motorized carriage assembly. Shall have an operators station with a touch screen controller. Shall include Hypertherm SureCut and True Hole Cutting technology. Shall have automatic and manual process controls. Shall have manual machine speed adjustment controls. Shall have an emergency stop switch. Shall have a reset switch. Shall have an operators console tray. Shall have 21 foot 6 inch floor mount rails. Shall have a travel length of 14 feet 3 inches floor mount rails. Shall have rail assembly with leveling pads, rack, shims and anchor bolts. Shall have a cable track system. Shall have a plasma cutting system. Shall have a plasma cutting system capability to cut mild steel from 2 to 3.2 inches. Shall have a plasma cutting system capability to cut stainless steel from 1.75 to 3.2 inches. Shall have a plasma cutting system with a three-phase 480 volts alternating current (vac) and 110 amps. Shall have a plasma cutting system capability to cut aluminum from 1.50 to 3.20 inches. Shall have a plasma cutting system with 30 to 400 amp cut capacity. Shall have a plasma cutting system with 7 to 18 amp marking capacity. Shall have a plasma torch height controller. Shall have enclosed lifter with linear guides. Shall have precision ball screw with 12 inch stroke and 1,000 in per minute maximum speed. Shall have pneumatic collision switch stops. Shall include tool kit that includes nozzles, electrode tool and a torch spanner wrench. Shall include an electrode pit depth gauge. Shall include a dial indicator with base. Shall include a quick connect torch head. Shall include a spare torch head. Shall include consumable materials for training. Shall include a plate height sensor when the plasma torch is submerged under water. Shall include an oxyfuel station with a minimum of 9 inch torch spacing. Shall include an oxyfuel torch igniter. Shall include a gas regulator panel. Shall include a laser pointer which helps locate the torch position. Shall include a compressed air pump with 115 pounds per square inch (psi) pressure. Shall include a water-filled work table that has inner dimensions of 9 feet 3.5 inches wide x 14 feet 1.5 inches long. Shall have a water table height of 32 inches. Shall include freight, rigging and shipping charges for machine and table. Shall include machine installation. Shall include training for machine operators, programmers and maintenance personnel. Shall have a one year parts warranty on plasma torch and leads. Shall have a two year warranty on parts components. Shall have one year service warranty. Delivery is required by February 29, 2024, and delivery is to US ARMY RESEARCH LABORATORY Bldg 321 Shipping/Receiving Area 6375 Johnson Road Aberdeen Proving Ground, Aberdeen, MD 21005. Evaluation Criteria (Lowest Price Technically Acceptable) - The specific evaluation criteria to be used are as follows: The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforms to the solicitation and has the lowest evaluated price of all offers meeting or exceeding the acceptability standards for non-cost factors. The technical acceptability element of the evaluation will be a determination as to whether the proposed product meets the performance characteristics and specifications in the solicitation.� The Technical element of the evaluation shall be based solely on information furnished by the vendor.� The Government is not responsible for locating or securing any information, which is not identified in the proposal. To ensure sufficient information is available, vendors must furnish as part of their proposal all descriptive material (such as cuts, illustrations, drawings, or other information) necessary for the Government to determine whether the product meets the performance characteristics and specifications of the requirement.� If the offeror proposes to modify a product so as to conform to the requirement of this solicitation, the offeror shall include a clear description of such proposed modifications and clearly mark any descriptive materials to show modifications. Past performance will be evaluated on an acceptable/unacceptable rating basis. An �Acceptable� rating is defined as the Government having reasonable confidence that the offeror can complete all requirements under the contract and meet stated delivery dates.� An �Unacceptable� rating is defined as the Government having minimal confidence that the the offeror can complete all requirements under the contract and meet stated delivery dates.� The ratings will be based upon past performance information submitted by the offeror, as well as any other past performance information the Government obtains. The offeror shall submit three (3) records of past performance from the past twelve (12) months with their offer. Only offerors rated �Acceptable� will be eligible for award. Award will be made to the lowest price technically acceptable offer out of all offers rated �Acceptable�.
