THIS IS A SOURCES SOUGHT SYNOPSIS FOR WRITTEN INFORMATION ONLY. THIS IS NOT A SOLICITATION ANNOUNCEMENT FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. The Environmental Protection Agency (EPA) is performing a ""market search"" in preparation for a future procurement. We are actively seeking Small Businesses and we will set this requirement as a small business set aside should we find two or more capable Small Businesses. Therefore, we highly encourage Small Businesses to participate in this Sources Sought process. Information submitted in response to this notice will be used to determine if we can set it aside for Small Businesses only. However, if two or more Small Businesses can�t perform the required tasks, then we will open to full and open competition and no feedback will be offered to the interested parties that submit capability statements. The Environmental Protection Agency (EPA) has a need for a contractor to provide the U.S. Environmental Protection Agency, National Vehicle and Fuels Emissions Laboratory (NVFEL), located in Ann Arbor, Michigan with the purchase and installation of one new Wavelength Dispersive X-Ray Spectrometer (WD-XRF). The Environmental Protection Agency�s (EPA) National Vehicle Fuels and Emissions Laboratory (NVFEL) intends to purchase and use the WD-XRF for elemental analysis of liquid petroleum matrices, i.e., crude oil, and its derivatives, i.e., gasoline, and biofuels. The primary use of the WD-XRF will be the analysis of lead and sulfur in finished transportation fuels in accordance with ASTM D5059 and ASTM D2622, respectively. In addition, the WD-XRF will be used for elemental analysis of catalyst supports and filter- captured particulate material from vehicle exhaust. This requirement will also require four (4) option years, renewable on an annual basis, for extended preventive maintenance services after the initial warranty period has expired as well as training for 2 users. Please see the attached SOW for more details. This instrument will aid NVFEL in its mission to protect human health and the environment by reducing air pollution from mobile sources and fuels that power them. The applicable NAICS code is 334516 �Analytical Laboratory Instrument Manufacturing.� The applicable PSC code is 6630 �Chemical Analysis Instruments.� Any interested firms shall submit a capability statement which demonstrates the firm's ability to perform the key requirements described above and within the SOW. Standard company brochures will not be considered a sufficient response to this Sources Sought Synopsis. In the capability statements, contractors shall provide their size status for the above referenced NAICS code, and they shall also specify that they are small business concern. As a reminder, small businesses are required to perform at least 51 percent of the costs of the contract performance with their own personnel (FAR 52.219-14). Responses to the above shall be submitted to Andre� Mitchell, mitchell.andre@epa.gov no later than 15 calendar days from the date of this posting. E-mailed submissions shall be the only accepted method of delivery; no hard copy submissions will be accepted. A separate synopsis will be issued for the Request for Proposal (RFP) resulting from this sources sought synopsis, which will be preceded by a Pre-Solicitation Notice.
