- The Joint Transportation Management System (JTMS) will drive Department-wide business reform by integrating transportation and financial processes at the transaction level to optimize transportation and financial management of the Transportation of Things. Other benefits include improving auditability and eliminating many existing transportation-related applications. (Please see attachment ""JTMS Background"" for more details.) Mission Statement:�Provide the Department of Defense (DoD) with innovative, integrated transportation and financial management solutions leveraging process improvements and proven technologies supporting national objectives to achieve transportation financial auditability. Vision Statement:�A fielded Joint Deployment and Distribution Enterprise (JDDE) solution, which integrates end-to-end transportation and financial processes to achieve auditability, transparency, and optimized resource allocation providing warfighter competitive advantage. Currently, the JTMS program is working with DoD services and agencies to capture as-is transportation and financial management processes.� JTMS recently conducted an analysis of potential material solutions to inform materiel solution selection.� The analysis report assisted the United States Transportation Command (USTRANSCOM) in defining the JTMS material solution and will be provided to the Under Secretary of Defense for Acquisition & Sustainment as the Milestone Decision Authority (MDA). USTRANSCOM is seeking information from industry regarding future program needs (e.g., Business Process Reengineering, Change Management, System Integration).� In the coming weeks, USTRANSCOM will release various requests for information and supporting artifacts which will support the acquisition and overall solution approach. USTRANSCOM is seeking industry feedback on the JTMS DRAFT Performance Work Statement (PWS), DRAFT System Specification Document (SSD), and DRAFT Organizational Change Management (OCM) Strategy. Industry is invited to provide feedback and comments on one, two, or all draft documents in an effort to refine these documents prior to any formal solicitation. Industry is invited to engage by completing the self-scoring capability matrix as it relates to their software solution. Within the folder, see RFI document entitled ""RFI Capability Scoring Matrix_Instructions 7 Feb 2023"" for response date and instructions on completing the capability matrix. _____________________________________________________________________________ 9 February 2023 Reverse Industry Day (8-10 March, 2023) Response Date: 16 February 2023 at 0900 CST As part of the planned Joint Transportation Management System (JTMS) procurement, USTRANSCOM TCAQ is conducting industry engagement sessions to further improve its requirements and hear from prospective bidders. During the March 8-10, 2023 engagement in McLean, VA 22102, USTRANSCOM plans to conduct a Reverse Industry Day. Given the information provided to date regarding the JTMS program, registrants should present their knowledge and perspective relating to fielding a commercial Enterprise Resource Planning (ERP) solution � specifically, Transportation and Financial Management capabilities across the Joint Deployment and Distribution Enterprise.�The government is looking for a presentation where industry provides their input on the how the Government should approach the JTMS effort, considering the draft Performance Work Statement (PWS) performance areas. �Registrants should identify any high-level risks and concerns that may be applicable with the requirements as currently written. General capabilities briefings not relevant to this specific requirement are prohibited. USTRANSCOM intends to provide registrants approximately 30 - 40 minutes to present to the JTMS team. Specific time allotted will be provided closer to the actual Industry Day event and time allocations may be adjusted due to time and limitations based on the number of qualified registrants.� � This is not an opportunity for industry to pose their questions regarding the JTMS requirement to the government. To attend, prospective bidders must register intent to attend by emailing transcom.scott.tcaq.mbx.jtms@mail.mil no later than 16 February 2023 by 0900 Central Standard Time (CST). Due to time limitations, prospective offerors are strongly encouraged to register and attend as part of their planned team (e.g., planned subcontractor offerors should coordinate their attendance with their planned prime contractor offeror). Briefing teams will not exceed 10 individuals.� Time slots are limited and registration does not guarantee your firm a time slot. The strategic-level BPR work will be awarded and will begin while USTRANSCOM plans for the JTMS implementation effort. While this effort focuses on the �As-Is� and strategic level reengineering, BPR efforts will continue under the future JTMS implementation contract. Please see SAM.gov post HTC71123QD033 for details pertaining to the anticipated acquisition strategy of this preliminary BPR procurement. _____________________________________________________________________________ 21 July 2023 Update As the Government works to fully prepare for the implementation of a Joint Deployment and Distribution Enterprise (JDDE) wide Joint Transportation Management System (JTMS), the program has several ongoing actions: The Joint Program Office (JPO) is continuing to work with JDDE stakeholders to thoroughly define the as-is business processes, systems, interfaces, and data through development of enterprise architecture.� The JPO is defining as-is processes in an incremental approach across the various lines of business (e.g., Airlift, Sealift, Freight). In June 2023, the JTMS program was granted approval to enter the Functional Requirements and Acquisition Planning Phase in accordance with DoDI 5000.75, Business Capability Acquisition Cycle (BCAC). The JTMS program has initiated efforts to begin Business Process Reengineering (BPR) activities and awarded an IDIQ in July 2023 to CeLeen, LLC. The BPR work will follow in an incremental approach similar to that of the enterprise architecture work, utilizing the developed architecture models to fully understand, analyze, and reengineer existing processes in a system agnostic approach. BPR work from a design and development standpoint will continue under the future JTMS implementation contract. Acquisition and Consultant support for the JPO was awarded in July 2023 to RevTek Solutions, LLC. The work under this effort will support the JPO in developing critical documents as we continue through the BCAC phase(s) in accordance with DoDI 5000.75. With these on-going efforts in support of the JTMS program and eventual implementation contract, USTRANSCOM is providing the following notional* dates regarding the implementation contract: Draft Solicitation Release (Initial):� 31 July - 04 August 2023 Industry Feedback/ Comments Due:� 21 August 2023 Draft Solicitation (Round 2): 30 August 2023 Industry Feedback/Comments Due:� 15 September 2023 The Government will utilize industry feedback to further develop the JTMS implementation acquisition plan and finalize market research efforts.� Prior to releasing the final solicitation, the Government will require approval from the Milestone Decision Authority (MDA) to enter the Acquisition Phase of the BCAC process. Prior to the final solicitation release, the Government will provide a minimum notice of 45 days. *All dates are for planning purposes only and are subject to change. _____________________________________________________________________________ 14 August 2023 Draft Solicitation Response Date: 28 August 2023 at 1600 CT As part of our continued market research efforts, USTRANSCOM is issuing a draft of the planned JTMS Implementation solicitation to engage with industry and refine the solicitation as necessary prior to its final release.� USTRANSCOM is currently planning to release two instances of the draft solicitation for industry feedback, as well as schedule a preproposal conference affording industry the opportunity to engage directly with our technical, functional, and acquisition teams.� Feedback received from industry will be used within USTRANSCOM to further develop the JTMS Implementation acquisition strategy. �USTRANSCOM has contracted support from industry partner, RevTek Solutions, LLC, in providing Advisory and Assistance Services (A&AS) related to acquisition aspects of the JTMS program.� In coordination with USTRANSCOM, RevTek Solutions, LLC will review industry feedback and assist in furthering defining the solicitation. This announcement is NOT a formal Request For Proposal (RFP) or solicitation.� USTRANSCOM is not seeking or accepting unsolicited proposals for this requirement.� This notice should not be construed as a commitment of any type by the Government to take or not take any action.� Please note USTRANSCOM will NOT be responsible for any costs incurred by interested parties in responding to this draft solicitation. General Draft solicitation documents can be found in the attached compressed file �2023.08.14_Draft Solicitation.� This draft solicitation encompasses only certain sections of the planned JTMS solicitation. The following sections are included for feedback: Section C � Description/specifications/statement of work Section J � List of Attachments Section L � Instructions, conditions, to offerors or respondents Section M � Evaluation factors for award Response Instructions a) Draft Solicitation � Industry is invited to provide feedback and comment on the draft documentation included in this announcement in an effort to refine the material prior to release of the final solicitation. As stated above, multiple releases of the solicitation are anticipated, and future versions will include additional details for industry comment. �Please note these documents are all DRAFT and are subject to change pending recommendations from industry and USTRANSCOM�s internal review. Utilizing the Industry Comment Matrix, the respondent should identify any comments or questions, as well as recommendations for USTRANSCOM�s consideration. The first tab of the Comment�s Matrix provides instructions for completion. b) Industry Recommendations � USTRANSCOM is continuing to develop draft instructions and evaluation factors related to Past Performance and/or Corporate Experience and Price, which are scheduled for inclusion in the next release of the draft solicitation. Industry is invited to provide a recommendation(s) on performance tasks and/or areas the Government should consider as evaluation criteria. This recommendation should consider the scope of the JTMS Solution/Implementation as currently written in the draft performance work statement (PWS). �Recommendations should be no more than three (3) pages, 12 point, Times New Roman font. c) Organizational and Consultant Conflicts of Interest � As part the Contracting Officer�s responsibility to Identify and evaluate potential organizational conflicts of interest as early in the acquisition process as possible, we are requesting industry partners anticipating to propose (including proposed subcontractors, affiliates, etc.) provide the following information: A complete list of all past and/or current contracts with USTRANSCOM or the Joint Deployment Distribution Enterprise (JDDE) in any way associated with the planned JTMS acquisition. Information specific to scope and/or work supported as part of the past and/or current contract for the Contracting Officer to consider JTMS program, either as a prime or subcontractor. Industry partners are asked to provide the Contracting Officer with complete information of any previous or ongoing work of theirs or a subcontractor/ partner, that is in any way associated with this acquisition. The Contracting Officer will obtain the advice of General Counsel, as well as assistance from the appropriate technical specialists, in evaluating potential conflicts and in developing any necessary�solicitation�provisions and�contract clauses. If a significant potential conflict is identified, the Contracting Officer will formally document the findings and recommend a course of action to the Head of the Contracting Activity prior to issuing the final solicitation. �Additionally, any restrictions in participating in the final solicitation will be provided in writing to the industry partner. d) Responses shall must be submitted in writing by e-mail no later than 1600 Central 28 August 2023 to transcom.scott.tcaq.mbx.jtms@mail.mil. _____________________________________________________________________________ 28 August 2023 Organizational Change Management (OCM) Sources Sought Response Date: 12 September 2023 at 1600 CT The Government is currently gathering information on firms who have provided organizational change management support, whether supporting the Government or the private sector.� Parties interested in this requirement are invited to respond to the ""OCM Sources Sought.""
