- This is a Sources Sought (SS) notice being issued by the Army Combat Capabilities Development Command (DEVCOM), Armaments Center (AC), Munitions Engineering & Technology Center (METC), Fuze and Precision Armaments Directorate (FPAD), seeking companies interested in entering into Cooperative Research and Development Agreements (CRADA) to study the design approach for future Close Terrain Shaping Obstacle (CTSO) bottom attack munitions.� Participating partners will be responsible for funding their own activities. DEVCOM AC envisions that resulting CRADAs will consist of multi-phased approaches.� It is anticipated that there will be two phases.� In Phase I, interested industry partners would study the feasibility of meeting anticipated future bottom attack mine requirements to include the following: Exterior form factor compatible with future delivery methods to include 155mm artillery Capable of penetrating the underbody of and achieving effects against targets of interest Capable of breaking or perforating track Resilient against adversary countermeasure systems to include mechanical, explosive and electronic Allow for programmable/selectable self destruct time by way of an external interface Once armed, munitions should self destruct prior to expiration of timer to reliability >0.99 Once armed, munitions should self destruct or self deactivate within 120 days of arming to reliability >0.9999 Fuze design should adhere to relevant standards, including MIL-STD-1316, MIL-DTL-23659F, and shall be capable of safety certification through the Army Fuze Safety Review Board (AFSRB) Evaluate the feasibility of incorporating a remote control/communication functionality including the ability to be commanded between safe and armed states, reporting of location, tamper reporting, and command destruct/deactivate or modify destruct/deactivate times At the end of Phase 1, DEVCOM AC will evaluate the results of the feasibility study- (or studies) to determine whether or not a Phase II will be executed.� The number of CRADAs to be executed is dependent on the availability of internal Government resources to conduct the agreed to activities. If approved for execution, Phase II would consist of prototyping of the relevant munition characteristics up to a TRL 4, culminating in a final demonstration at an agreed upon test site. �During Phase II development, interested industry partners would again be responsible for funding their own activities, including the use of Government test ranges and any required demonstration support equipment. However, if executed, the Government would provide a facility for demonstration of the final prototype. The U.S. Government prefers technical data disclosure, and subsequent partnering, with U.S. based companies. Non-U.S. nationals, or those representing non-U.S. industries, must consider how to address data export restrictions (through partnering or other means) should a CRADA be pursued. �DEVCOM AC is open to discussions with foreign industry representatives with the understanding that the material and technical data disclosed would be limited to open source information and no sensitive or classified information will be discussed. DEVCOM AC asks all interested parties to submit a short informational paper to include but not limited to: � Vision/intent for partnership with US Government under a CTSO Bottom Attack CRADA � Notional description of approach to CTSO Bottom Attack requirements � Description of availability of resources to support Phase I CRADA activities ? Funding and in what years ? Manpower ? Other resources � Description of manufacturing capabilities (in-house manufacturing vs contracted) � Photos/CAD of any candidate technology solutions if available � Candidate munition performance information if available � Companies should also submit the following: Full Company Name (Legal Entity)� Cage Code; Website (if applicable); Contact Information; Business Size Status.� If small, what type of concern? Submissions should be sent to the point of contact of this announcement.� All submissions must be provided by 18 September 2023.� These information papers should describe how the interested partners may meet the objectives cited within this special notice. �This may include a summary of relevant technical solutions and expertise, facilities and experience in weapons systems integration.� This is not a request for proposal, request for quotation, or invitation for bid, nor does its issuance obligate or restrict the Government to an acquisition approach or future business or CRADA engagements.� The Government does not intend to award a contract on the basis of any responses or pay for the preparation of any information submitted or use of such information.� All information received will be used for planning and market research purposes only.
