Description
Statement of Work For Install Fiber Optic Cable for Danis City Expansion Phase II at Glynco, GA 1. Background This Statement of Work (SOW) establishes and defines the requirements for the engineering, furnishing, installation, testing and documentation of inside and outside plant fiber optic and copper cabling at Glynco, GA. 2. Scope of Work The contractor shall provide all personnel, equipment, tools, materials, supervision, and all other components necessary to install, test and document inside and outside plant fiber optic and copper cabling at Glynco, GA. All work performed in the design and installation shall conform to BICSI (Building Industry Consulting Services International) specifications to ensure consistency with current codes, standards, and regulations. The following BICSI publications apply. Outside Plant Design Reference Manual, 4th Edition and Telecommunications Distribution Methods Manual, 12th edition. 3. General. 3.1. Cable Testing. All copper cables will be tested in accordance with BICSI specifications to ensure no damage has occurred to the cable during installation. All copper cables shall be tested for cable faults prior to and after installation has been completed. If the cable is damaged during installation, the contractor shall replace the cable with one that is undamaged. All cable terminals and information boxes interface units shall be labeled with machine-generated labels. All cables shall be labeled at all termination points, building entrance terminals, patch panels, manholes, hand holes, and at all splice entrance/exit points. 3.2. Site Restoration. All non-paved surfaces (grass, sod, gravel, etc.) must be restored within 7 days. Trenches and splice pits must be mechanically compacted to compensate for future earth settlement. All roads, streets, sidewalks of concrete or asphalt construction must be restored or repaved within 3 days from the time of backfilling and compaction. 3.3. Grounding. Contractor shall ensure all equipment are secured and grounded to industry standards. 4. Description of Task 4.1 Task 1: Materials To Install Fiber Optic Cable for Danis City Expansion Phase II at Glynco, GA 4.1.1. List of materials to be provided by the contractor. 4.1.2. Approximately 4000� of 12 Strand SM Fiber Cable OSP Dielectric 4.1.3. Approximately 4000� of Six Pair, 24 AWG OSP Copper Cable 4.1.4. Four (4) 1U Fiber Shelf (2 Panel) 24/SC or 48LC Patch Panels 4.1.5. Twenty-Four (2$ SC SM Fiber Connector � Hotmelt 4.1.6. Four (4) Fan Out Kit 12 Fiber 4.1.7. Four (4) Bldg. Entrance Protector 06 Pair 4.1.8. #6 AWG Copper Grounding Wire 4.1.9. Cable Tags 4.1.10. Other Materials as needed. 4.2 Task 2: Install Fiber Optic Cable for Danis City Expansion Phase II at Glynco, GA 4.2.1 Contractor shall provide and install approximately 2000� of 12 Strand Singlemode Fiber Optic Cable from the Telco Closet of Building 813 (Federal Building) and the new Training Warehouse building�s Telco Closet. Using existing hand hole and conduits system. 4.2.2 Fiber Patch Panel using SC-Type Fiber Connectors at both building 813 and the new training warehouse. 4.2.3 Contractor shall provide and install approximately 2000� of 6 pair OSP Copper cable between the IT closet of building 813 and the new training warehouse building�s IT closet, using the existing hand hole and conduit system. 4.2.4 Contractor shall terminate the 6 pair copper cable onto the building entrance protector terminals in the main Telco closet of building 813 and the traini9ng warehouse IT closet. 4.2.5 Contractor shall provide and install approximately 2000� of 12 Strand Singlemode Fiber Optic Cable from the Telco Closet of Building 813 (Federal Building) and the new Retail Store Training building�s Telco Closet. Using existing hand hole and conduits system. 4.2.6 Contractor shall terminate the 12 Strand Single Mode Fiber onto the 1 U Fiber Patch Panel using SC-Type Fiber Connectors at both building 813 and the new retail store facility. 4.2.7 Contractor shall provide and install approximately 2000� of 6 pair OSP Copper cable between the IT closet of building 813 and the new Retail Store Training building�s Telco Closet, using the existing hand hole and conduit system. 4.2.8 Contractor shall terminate the 6 pair copper cable onto the building entrance protector terminals in the main Telco closet of building 813 and the new retail training facility�s IT closet. 4.2.9 Contractor shall ground and label the cable and terminal. 4.2.10 Contractor shall test the cables and provide results to FLETC upon completion. 5 Deliverables 5.2 Equipment 5.3 All equipment identified in 0.1 6 Documents Item identified in Task 1 and 2 7 Period of Performance. Period of performance for this contract is not to exceed 90 days from contract award date. 8 Contract Type This contract shall be a firm fixed price contract. 9 Place of Performance All Tasks work shall be performed at the Federal Law Enforcement Training Centers; US Department of Homeland Security; 1131 Chapel Crossing Road, Glynco, GA 31524. 10 Section 508 Requirements (include in the SOW, PWS, or SOO) Section 508 of the Rehabilitation Act (classified to 29 U.S.C. � 794d) requires that when Federal agencies develop, procure, maintain, or use information and communications technology (ICT), it shall be accessible to people with disabilities. Federal employees and members of the public with disabilities must be afforded access to and use of information and data comparable to that of Federal employees and members of the public without disabilities. All products, platforms and services delivered as part of this work statement that, by definition, are deemed ICT shall conform to the revised regulatory implementation of Section 508 Standards, which are located at 36 C.F.R. � 1194.1 & Appendixes A, C & D, and available at https://www.ecfr.gov/cgibin/ text-x?SID=e1c6735e25593339a9db63534259d8ec&mc=true&node=pt36.3.1194&rgn=div5. In the revised regulation, ICT replaced the term electronic and information technology (EIT) used in the original 508 standards. ICT includes IT and other equipment. Exceptions for this work statement have been determined by DHS and only the exceptions described herein may be applied. Any request for additional exceptions shall be sent to the Contracting Officer and a determination will be made according to DHS Directive 139-05, Office of Accessible Systems and Technology, dated November 12, 2018, and DHS Instruction 139-05-001, Managing the Accessible Systems and Technology Program, dated November 20, 2018, or any successor publication.
