Description
Fire Alarm Replacement Sources Sought This is a Sources Sought announcement, a market survey for information to be used for preliminary planning purposes. The information received will be used within the General Services Administration (GSA) to facilitate the decision-making process. The intent of this Sources Sought Synopsis is to identify potential qualified Small Businesses, U.S. Small Business Administration (SBA) certified 8(a) Businesses, SBA certified HUBZone Small Businesses, Women-Owned Small Businesses, and/or Service-Disabled Veteran-Owned Small Businesses. July 17, 2023� This Sources Sought Synopsis is one facet in the Government�s overall market research regarding whether the proposed solicitation will be issued as a competitive set-aside or as full and open (unrestricted). No procurement strategy will be determined based solely on the information received in response to this Sources Sought Synopsis. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. This notice does not constitute a Request for Proposal and is not to be construed as a commitment by the Government for any purpose other than market research. �Respondents will not be notified of the results of this market research. The GSA is seeking Small Business, SBA certified 8(a) Business, SBA certified HUBZone Small Business, Women-Owned Small Business, and/or Service-Disabled Veteran-Owned Small Business sources with current and relevant experience, personnel, and capability to self-perform General Construction to construct the Fire Alarm Replacement located in Memphis, TN for the Internal Revenue Service (IRS). The North American Industry Classification System (NAICS) Code is 236220 (Construction and Institutional Building Construction) with a Small Business Size Standard of $45 million. Project Summary: The project consists of a repair and alterations project for the IRS Complex Located in Memphis, TN. This is a repair and alteration project to replace the fire alarm system including but not limited to all fire alarm control panels, initiating devices, notification devices, wiring, control modules, monitor modules, NAC panels, tamper switches, flow switches, etc. within the Memphis IRS Service Center Complex. �The Project includes both Design Stage Services and Construction Stage work, all to be performed by the DB Contractor. �The Goal is to provide a reliable and code compliant fire alarm system including eleven (11) new voice fire alarm control panels and all other associated components associated with the fire alarm system and remove and discard all the existing fire alarm control panels and associated devices. � The new system must meet current Life Safety Code requirements and 2018 GSA PBS P-100 Standards. Remote Annunciator is required in the Main Lobby and O&M office. �Any new conduit, EMT, or junction boxes installed is to be factory painted red. Any existing junction boxes utilized should have cover plates painted red. �Fire alarm and emergency communication systems must be installed in accordance with the requirements in the 2019 Edition of NFPA 72, the 2018 Edition of IBC, and the 2018 Edition of GSA PBS P-100. For remote off-site monitoring, all emergency generators shall be monitored directly by the fire alarm system for generator running condition. In the event the emergency generator starts and for the duration of the generator running, a supervisory signal shall be sent to the fire alarm panel and the fire alarm monitoring off-site station. The complex will remain fully occupied and operational during this project. � Submission Instructions: Please submit capability statements as a single PDF attachment to the Contracting Officer, Joseph Ardoin at joseph.ardoin@gsa.gov no later than 4:00pm EST July 31, 2023.� Within your capability statement please address the following: 1. Type of Business: Identify whether your firm is a Small Business, SBA certified 8(a), SBA certified HUBZone Small Business, Service-Disabled Veteran-Owned Small Business, and/or Women-Owned Small Business concern. For more information on the definitions or requirements for these small business programs, refer to http://www.sba.gov/. 2. Bonding Capacity: Provide your surety�s name, your maximum bonding capacity per project, and your aggregate maximum bonding capacity. 3. Experience: Submit a minimum of three (3) and maximum of five (5) recent specific Government or Commercial Fire Alarm Replacement or Installation Projects your firm has self-performed to demonstrate your experience that are similar in nature to this project. Submit at least two (2) self-performed relevant Fire Alarm Replacement or Installation Projects with a value of $4M or higher. For each of the projects submitted for experience evaluation, please include the following: � title and location � award and completion dates � contract value � type of work for overall project and type of work your firm self-performed � customer information including point of contact, phone number, and email address � whether the work was performed as a prime or subcontractor � type of contract (Design/Build, Design-bid-build) � narrative project description - description of the work that was self-performed by your firm, including the percentage of contract value your firm self-performed GSA may make an acquisition strategy determination based on the likelihood that a sufficient pool of qualified contractors will be competitive on a future solicitation.
