- N00164-23-R-JW75 � SOLE SOURCE � Hand Held Long Range Thermal Imager Sensor System (HHSS) RECON III - PSC K059 FSC 5855 - NAICS 333310 Anticipated Issue Date: 5 May 2023 - Anticipated Closing Date: 19 May 2023 - Time 2:00 PM EST Naval Surface Warfare Center (NSWC) Crane intends to issue a five-year contract for sustainment of Hand Held Long Range Thermal Imager Sensor System (HHSS) RECON III in support of the Ground-Based Operation Surveillance System (G-BOSS) program to Teledyne FLIR Systems Incorporated (FSI), Government Systems, 25 Esquire Road, North Billerica, MA 01862-2598 (Cage Code 3UVR3). The scope of this contract is for repair, Provision Item Order (PIO) spares, and product obsolescence Engineering Change Proposals (ECPs).� This contract action is anticipated to result in a Firm-Fixed-Price (FFP), Indefinite Delivery/Indefinite Quantity (IDIQ).� The proposed contract action is for supplies, repairs, upgrades and engineering services, for which the Government intends to solicit and negotiate with only one source, FLIR Systems Incorporated, under the authority of FAR 6.302-1 only one responsible source and no other supplies or services will satisfy agency requirements. The Government does not own the proprietary design specifications or drawings and associated documents adequate to allow for competition.� � All responsible sources may submit a capability statement or proposal, which shall be considered by the agency. However, a determination by the Government not to compete this proposed contract based upon responses to this solicitation is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of re-evaluating the justification for sole source or limitation of sources and making a determination to change the acquisition strategy to a competitive procurement. The Solicitation and amendments for this sole source action will not be posted to sam.gov and are available only from the POC identified below. Companies interested in subcontracting opportunities should contact Teledyne FLIR Systems Incorporated (FSI), Government Systems, 25 Esquire Road, North Billerica, MA 01862-2598 directly.�� Inspection and acceptance is anticipated be at destination by Government representative at the ship to address. Request for proposal will not be made available through http://www.sam.gov.� The request for proposal will be provided to FSI through electronic mail.� The proposed noncompetitive contract action is anticipated to be awarded under FAR part 15, Contracting by Negotiation.� Contractors must be properly registered in the System for Award Management (SAM).
