Description
Sources Sought Notice This is not a solicitation, nor a request for quotes or proposals. Responses to this sources sought notice will be used by the Government to make appropriate acquisition decisions. The Government is not obligated to nor will it pay for or reimburse any costs associated with responding to this sources sought request. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. The Department of Veteran Affairs (VA) is seeking a contractor who can provide emergency, residential housing and case management services to homeless Veterans as part of the Community Based Health Care for Homeless Veterans (HCHV) Safe Haven program. These are not homeless shelters but rather transitional housing programs for VA health care eligible Veterans who require safe and stable living arrangements while they seek permanent housing. The contractor works in close collaboration with VA to provide Veterans community-based, residential environments with sufficient therapeutic services to meet the needs of those Veterans. Through the HCHV program, VA provides case management services to Veterans and facilitates their access to a broad range of medical, mental health, and rehabilitative services. Contractors must be able to provide care and sufficient services to Veterans who are homeless, in a community-based residential setting. The contractor must offer a safe and secure environment to support Veterans rehabilitation and recovery goals. The contractor will be required to provide residential and case management services but will not be required to provide detoxification or other hospital level treatment; those services will be provided by the VA at VA facilities. The contractor will be expected to work collaboratively with a variety of VA programs and services to encourage Veterans admitted to the HCHV program to complete their agreed upon recovery goals. The contractor will be required to provide all labor, supervision, housing, material, and supplies necessary to provide emergency residential housing, treatment and supportive services through the HCHV program Contract Emergency Residential (CER)/Low Demand Safe Haven model. The Safe Haven serves as a specialty model and should be able to accommodate services for up to 40 homeless Veterans. The purpose of this sources sought notice is to obtain information from qualified and experienced contractors who could potentially provide housing, case management and rehabilitative services as explained above. VA is only seeking information from contractors with current, active residential facilities. Before responding, please carefully read and consider the following: As this is a service acquisition, the Small Business Administration and the Federal Acquisition Regulation have a Limitations on Subcontracting requirement. For all small businesses, to include Service Disabled Veteran Owned Small Business (SDVOSB) and Veteran Owned Small Business (VOSB), at least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the concern. Weekly invoices will not be accepted.
