- THIS IS NOT A REQUEST FOR BID � PLANS AND SPECIFICATIONS ARE NOT AVAILABLE. THIS NOTICE IS BEING ISSUED TO DETERMINE IF THERE IS SUFFICIENT� INTEREST FROM QUALIFIED PRIME CONTRACTORS who are Small Businesses, HUBZone small businesses, Woman owned small business concerns, 8(a) small businesses, or Service disabled veteran-owned small businesses and who intend to submit a bid for this solicitation to allow for a set-aside in one of these programs MUST submit the following by e-mail to CFLAcquisitions@dot.gov or by telefax to 720-963-3360 (Attn: Stephanie Navarro) for receipt by close of business (2 p.m. local Denver time) on September 13, 2023:� (1) A positive statement of your intention to submit a bid for this solicitation as a Prime Contractor; (2) A copy of the letter from SBA stating date of HUBZone small business certification or acceptance to the 8(a) small business program.� In the case of a Service-Disabled Veteran Owned Small Business Concern, you must provide proof of eligibility (DD form 214 or a letter of adjudication from the Veterans Administration).� This information must be provided in order to determine eligibility � DO NOT SEND COPIES OF YOUR SAM PROFILE; (3) Letter from bonding agent stating your firm�s capability to bond for a single project of $10 million, and your firm�s aggregate bonding capacity; and (4) Provide a list of roadway construction projects in high alpine environments of equal or greater value with similar scope and constraints to the CO FLAP SH 5(1) Mount Evans Highway project in which you performed (as the prime subcontractor) in an environmentally sensitive area. Experience with embankment construction in cold weather climates/harsh environments, paving at high altitudes, and salvaging/planting sensitive plant material is required.� State whether your firm was the prime contractor or subcontractor on the project.� DO NOT SEND INFORMATION ON PROJECTS THAT�DO NOT INCLUDE THE ABOVE WORK.� The size of a small business firm includes all parents, subsidiaries, affiliates, etc.� Refer to the Code of Federal Regulations 13 CFR 121.103 for information on how the SBA determines affiliation and 13 CFR 121.108 regarding the penalties for misrepresentation of size status.� All firms should be certified in the All firms should be certified in the System for Award Management (SAM) located at https://www.sam.gov/ A Qualified HUBZone SBC receiving a HUBZone contract for general construction must spend at least 50% of the cost of the contract incurred for personnel on its own employees or employees of other qualified HUBZone SBCs.� This requirement may be met by expending at least 50% of the cost of the contract incurred for personnel on its employees or it may subcontract at least 35% of the cost of the contract performance incurred for personnel to one or more qualified HUBZone SBCs.� A qualified HUBZone SBC prime contractor may not, however, subcontract more than 50% of the cost of the contract incurred for personnel to non-qualified HUBZone SBCs. PROJECT DETAILS:� CO FLAP SH 5(1) Mount Evans Highway PROJECT DETAILS: The Mount Evans Highway Project proposes to reconstruct 0.7 miles of Colorado State Highway (SH) 5 in Clear Creek County, Colorado.� The project is located approximately 50 miles southwest of Denver in the Arapaho and Roosevelt National Forest.� SH 5 is designated a Scenic Byway and provides access to the top of Mount Evans which is the highest paved road in the United States.� The project area is adjacent to Summit Lake Park located at 13,000 feet above sea level.� The area receives on average 292 inches of snowfall per year with temperatures ranging from 65 to -40 degrees Fahrenheit.� The project traverses between United States Forest Service and Denver Mountain Parks Lands. The project area is distressed with major subgrade failures. The roadway was originally constructed across a wetland complex causing disruption to both surface and subsurface water flow which has led to degradation of the underlying permafrost. The Permafrost degradation and on-going solifluction have caused major damage to the roadway including settlement, subgrade failure, and cracking. SCOPE OF THE WORK: � The project scope includes roadway reconstruction with a pavement section supported upon an air convection embankment (ACE) to improve subsurface drainage, minimize permafrost degradation, and stabilize the roadway. The ACE will be constructed to an approximate maximum depth of 4� to 5� and will consist of rock ranging from 4� to 12� in diameter.� �Additional salient project features include removal and replacement of culverts, installation of an aquatic organism passage culvert, vegetation salvage and placement, sub excavation, aggregate subgrade, and asphalt paving. PRINCIPAL WORK ITEMS: Approximate quantities for major work items: 20,000 cubic yards of embankment construction including rock embankment 2,000 tons of aggregate base 2,000 tons of asphalt concrete pavement 200 linear feet of metal pipe culverts 4000 square yards of salvaging/placing conserved topsoil 5 miles pavement markings, type b MISCELLANEOUS: The roadway is generally accessible late May through October and closed during the winter due to high snowfall and extreme weather. The roadway can be fully closed to the public in 2025 for construction following Labor Day in 2024.� Any work prior to full closure will have to maintain public access with minimal delays. It is anticipated that this project will be advertised in March/April 2024 with construction occurring from August 2024 through October 2025. The contracting range for this project is between $5 million and $10 million.
